The logo of our NGO is composed of two elements: the arrow and
                                                                                                             the word “RESCATE”:

                                                                                                             • The arrow symbolizes “The Circle of Return”, a metaphor that
                                                                                                              describes the situations where refugees are involved: flight,
                                                                                                              stay in the country of transit, resettlement, shelter, return
                                                                                                              to country of origin. A “circle” in motion, always changing,
                                                                                                              unexpected.

                                                                                                             • The word “RESCATE“ describes the mandate of the association: to
                                                                                                              rescue refugees. The word is placed under the arrow, to
                                                                                                              indicate that our NGO wants to be the place where refugees find
                                                                                                              support during their transit through the “circle of return“.

Dear friends,

This Activity Report summarizes the work carried out by the volunteer staff hired by NGO RESCATE in 2010, as
well as the support received in our national and international projects by the public and private financiers.

In 2010, our projects went on with the ascendent line of continuous improvement started in the last years by
our NGO. This can be seen by the maintenance of the accreditation as Development NGO named by the Spanish
Agency for International Development Cooperation (AECID), in august 2010, after the revision process.

In the international area, the actions of peace building and protection Agreement for disabled persons in
Bosnia and Herzegovina, and in Kosovo were finished in the year 2010. And in Albania, we continue our
supporting work in the education system and in the prevention of child trafficking.

In Africa, we go on working in Ethiopia, D.R. of Congo and Angola. And we highlight the beginning of a
four year Agreement in Angola with the aim of promoting the economical growth of several districts in the
province of Bié, encouraging the association and the strength of the municipal and provincial institutions.

In Asia, we finished the scholar system recovery project in Afganistan. And in Middle East, the actions en-
visaged in the Integral Support Agreement directed to local and refugee women from the Palestinian Ter-
ritories and Iraq located in Syria and Jordan have progressed.

Finally, in Colombia, the American country where we work, in the Department of Cauca, we continue creating
and strengthening the basic services and employing the most vulnerable population in the domestic conflict. 

In the national area, we remark the Social Action programs which support the integration process in the
Spanish society of our attention group, including the familiar regrouping and voluntary return to their
origin countries. Furthermore, together with other entities we organized the “Europe and the Asylum” Sem-
inars in Seville, Valencia, Barcelona and Madrid.

Relating to Awareness and Education for Development we underline the great acceptance of the far reaching
campaign against trafficking in persons with the intention of sexual exploitation (as a Human Rights
violation). This campaign took place principally in Castilla-La Mancha and the Valencian Community; we un-
derline too the campaigns to aware and inform about the value of the Diversity and the Right to Water.

Lately, in the Communication and the Own Fundraising area we have been working to favor the maintenance
and growth of the social basis of this entity, the visibility and the cohesion image by, among other actions,
promoting our social network presence. Furthermore, in 2010 an improving phase was consolidated by creating
a strategy that enable us to save resources and to announce our message to the society strongly and clearly.
This has been possible thanks to the coordination with the Aware and Educations for Development area.

Who we are?
NGO RESCATE International is a spanish association, non political and secular,
that works since 1960 on behalf of refugees and displaced people, taking special
attention to the most vulnerable, children and women.

RESCATE began its activity in 1960, in Madrid, as the delegation of the north

The Department comprises a team of professio-

supporters (counterparts). During 2010, RESCA-
TE worked in nine countries in Europe, Africa,
Latin America and Asia, benefitting more than
900,000 people.

In 2010, we have continued our work in the
four Agreements af f iliated to the Spanish
Agency of International Cooperation, that is
for the Development (AECID) project in Colom-
bia with Afro-descendant populations; in Syria
and Jordan with Palestinian and Iraqi women
refugees and also locals; in Ethiopia the agro-
pastoral Somali communities and in Bosnia and
Herzegovina and Kosovo with disabled people.
Above all, we have started to implement a
multi-year Agreement in Angola, agreed by
AECID in the 2010 call.

Additionally, 25 projects have been carried out

           Africa
                                    ANGOLA. RESCATE is still present in the province of Bié, one of the most heavily
                                    punished zones through 30 years of armed conflict. During 2010, the presence of
                                    RESCATE has grown in this zone thanks to the establishment of a Agreement financed
                                    by AECID for a 4 year period, for the support and encouragement of economic growth
                                    in the districts of Cuemba and Nharea (Bié). This will strengthen inclusive, fair and
                                    sustainable growth within the environment, promoting the socio-economic collab-
                                    orative culture and strengthening municipal and provincial institutions.

                                    ETHIOPIA. In 2010, we have continued our projects about food importance
                                    in the regions of Somalia, Oromia and Sudan. In various districts of Somalia, aque-
                                    ducts for human and animal use and water storage depots have been constructed
                                    as have nurseries for the creation of community woods containing ornamental
                                    and fruit trees that avoid erosion and guarantee food security respectively.

                                    Also, thanks to the José Entrecanales Ibarra Foundation, 13,000 people and their
           livestock from Boke (Oromia) already have a water channel system for the supply and use of water.

                                    D.R. OF CONGO. RESCATE continues working in North Kivu and in South
                                    Kivu, two of the most persecuted zones due to the war. Through projects enabling
                                    access to drinking water and basic sanitation, health (with primary attention to
                                    HIV) and education (literacy, training of teachers, and construction of schools),
                                    civilian access to the most basic social services has been ensured. In 2010, we
                                    have started the reconstruction of Jomba hospital which is attended by 95,000
                                    people, particularly pregnant women. This project also involves health education
                                    relating to HIV/AIDS.

           Latin America
                                      COLOMBIA. RESCATE focuses its work in the Department of Cauca, one of
                                      the zones most affected by the armed conflict and where the population is char-
                                      acterized by its ethnic variety with many indigenous and afro-originating com-
                                      munities.

                                     The fundamental problem in this region is the lack of basic services and employ-
                                     ment; accordingly, RESCATE’s projects are based on removing these deficiencies
           through the promotion of food security, training, job generation and improving sanitation infrastructure
           in order to strengthen society alongside respecting and protecting human rights and economic, social and
           cultural aspects.

           During 2010 an industrial cocoa and chocolate operation has been set up in Guachené and Villarrica, which
           is unique in its social character in South West Colombia and that directly benefits 220 families and indirectly
           as many as 1,200 families. It has a production capacity for chocolate of 505 kg/day and a cocoa processing
           (into powder) operation of 2,400 kg/day.

Asia
                          AFGHANISTAN. During 2010, we have completed our project for the recov-
                          ery of the school system through the re-establishment of the infrastructure and
                          teacher training in Magzar, District of Zare (north of the country) together with
                          our counterparts People in Need.
                          The situation in Afghanistan continues to be very unstable and the level of illiteracy
                          is very high. Above all, the lack of educational infrastructure is evidence with 75%
                          of educational buildings destroyed as a result of decades of conflict.

                          MIDDLE EAST. We have implemented previously agreed activities within
                          the Agreement financed through AECID in order to provide basic needs for the
                          most vulnerable women refugees of the Palestinian Territories and Iraq. This Agree-
                          ment has a planned duration of 4 years.

                         SYRIA. During 2010, the building destined to become the Centre of Support for
                         Women in the Camp of Neirab, where 19,000 palestinian refugees live, has been
reconstructed. Once operating fully, this centre will provide services to 1,850 beneficiaries. Additionally,
the Company Development Centre of Afrín, in the rural zone of Alepo, is already operational.

JORDAN. In this period, the Focus on Women Centre in the suburb of Hashmi, of the most deprived areas
of East Amman, has already opened its doors and is growing thanks to an initiative of the Valencian
autonomous government. The centre has begun to deliver courses on professional training for vulnerable
women such as avoiding unemployment and prevention of violence. Thousands of iraqi and palestinian
refugees and under-resourced jordanian civilians are concentrated in the suburb of Hashmi.

During 2010 the Yayous Clinic has opened its doors for business and provides health advice for women in
the suburb. Also, the project in Almazara de Kufranjah (district of Ajloun) for the manufacture of olive oil
and the use of discarded parts of the olives such as in alternative energy generation.

Central Europe
                           BOSNIA-HERZEGOVINA. In 2010, our projects have continued to
                           promote the necessary conditions to achieve a stable, peaceful and multi-
                           ethnic society in this country which played a leading role in the last great Euro-
                           pean war. In BiH, RESCATE holds an office in the city of Mostar in which 5
                           people work.

                           Building peace and protection of the disabled: as a result of the war, the increase
in children and adults with physical and psychological scars due to the conflict has been clear to see, and
this comes on top of the population disabled from birth or as a result of an accident or illness. In this context
and with the support of AECID and the Ministry of Bosnian Health, RESCATE has continued the building of
a new day centre and inter-ethnic residence for 365 people in Stolac (BiH).

                           KOSOVO. Within the framework of the Agreement that RESCATE has developed
                           in the Balkans with AECID, we have worked in Kosovo with the purpose of treating
                           children and adolescents with special needs in order to guarantee their right to
                           an education. A playroom has been constructed that now provides assistance to
                           children of ethnicities represented in the region.

                           In a peaceful environment, the playroom offers a great variety of services from
treating children with learning disabilities to human rights promotion activities, parenting training and the
training of social workers.

                                ALBANIA. In 2010, RESCATE has continued its work in Shkodra, one of the
                                most deprived regions in Albania with the end goal of supporting the education
                                system to prevent the human trafficking of minors which is one of the major prob-
                                lems of the region.

                          Moreover, we have carried out repair works in various colleges damaged by flooding
                          which affected the district of Shkodra in 2010. Also training courses have been
delivered to teaching staff and district education authorities and awareness campaigns against the trade

The logo of our NGO is composed of two elements: the arrow and the word “RESCATE”: • The arrow symbolizes “The Circle of Return”, a metaphor that describes the situations where refugees are involved: flight, stay in the country of transit, resettlement, shelter, return to country of origin. A “circle” in motion, always changing, unexpected. • The word “RESCATE“ describes the mandate of the association: to rescue refugees. The word is placed under the arrow, to indicate that our NGO wants to be the place where refugees find support during their transit through the “circle of return“. WITH REFUGESS SINCE 1960 Dear friends, This Activity Report summarizes the work carried out by the volunteer staff hired by NGO RESCATE in 2010, as well as the support received in our national and international projects by the public and private financiers. In 2010, our projects went on with the ascendent line of continuous improvement started in the last years by our NGO. This can be seen by the maintenance of the accreditation as Development NGO named by the Spanish Agency for International Development Cooperation (AECID), in august 2010, after the revision process. In the international area, the actions of peace building and protection Agreement for disabled persons in Bosnia and Herzegovina, and in Kosovo were finished in the year 2010. And in Albania, we continue our supporting work in the education system and in the prevention of child trafficking. In Africa, we go on working in Ethiopia, D.R. of Congo and Angola. And we highlight the beginning of a four year Agreement in Angola with the aim of promoting the economical growth of several districts in the province of Bié, encouraging the association and the strength of the municipal and provincial institutions. In Asia, we finished the scholar system recovery project in Afganistan. And in Middle East, the actions en- visaged in the Integral Support Agreement directed to local and refugee women from the Palestinian Ter- ritories and Iraq located in Syria and Jordan have progressed. Finally, in Colombia, the American country where we work, in the Department of Cauca, we continue creating and strengthening the basic services and employing the most vulnerable population in the domestic conflict.  In the national area, we remark the Social Action programs which support the integration process in the Spanish society of our attention group, including the familiar regrouping and voluntary return to their origin countries. Furthermore, together with other entities we organized the “Europe and the Asylum” Sem- inars in Seville, Valencia, Barcelona and Madrid. Relating to Awareness and Education for Development we underline the great acceptance of the far reaching campaign against trafficking in persons with the intention of sexual exploitation (as a Human Rights violation). This campaign took place principally in Castilla-La Mancha and the Valencian Community; we un- derline too the campaigns to aware and inform about the value of the Diversity and the Right to Water. Lately, in the Communication and the Own Fundraising area we have been working to favor the maintenance and growth of the social basis of this entity, the visibility and the cohesion image by, among other actions, promoting our social network presence. Furthermore, in 2010 an improving phase was consolidated by creating a strategy that enable us to save resources and to announce our message to the society strongly and clearly. This has been possible thanks to the coordination with the Aware and Educations for Development area. During 2010, RESCA- TE worked in nine countries in Europe, Africa, Latin America and Asia, benefitting more than 900,000 people. In 2010, we have continued our work in the four Agreements af f iliated to the Spanish Agency of International Cooperation, that is for the Development (AECID) project in Colom- bia with Afro-descendant populations; in Syria and Jordan with Palestinian and Iraqi women refugees and also locals; in Ethiopia the agro- pastoral Somali communities and in Bosnia and Herzegovina and Kosovo with disabled people. Above all, we have started to implement a multi-year Agreement in Angola, agreed by AECID in the 2010 call. Additionally, 25 projects have been carried out involving Development Cooperation, Emergency and Humanitarian Aid with particular emphasis of physical, social and economic reconstruction in Angola countries in post-conflict situations covering basic 11
  • 14. ANNUAL REPORT 2010 • ONG RESCATE Africa ANGOLA. RESCATE is still present in the province of Bié, one of the most heavily punished zones through 30 years of armed conflict. During 2010, the presence of RESCATE has grown in this zone thanks to the establishment of a Agreement financed by AECID for a 4 year period, for the support and encouragement of economic growth in the districts of Cuemba and Nharea (Bié). This will strengthen inclusive, fair and sustainable growth within the environment, promoting the socio-economic collab- orative culture and strengthening municipal and provincial institutions. ETHIOPIA. In 2010, we have continued our projects about food importance in the regions of Somalia, Oromia and Sudan. In various districts of Somalia, aque- ducts for human and animal use and water storage depots have been constructed as have nurseries for the creation of community woods containing ornamental and fruit trees that avoid erosion and guarantee food security respectively. Also, thanks to the José Entrecanales Ibarra Foundation, 13,000 people and their livestock from Boke (Oromia) already have a water channel system for the supply and use of water. D.R. OF CONGO. RESCATE continues working in North Kivu and in South Kivu, two of the most persecuted zones due to the war. Through projects enabling access to drinking water and basic sanitation, health (with primary attention to HIV) and education (literacy, training of teachers, and construction of schools), civilian access to the most basic social services has been ensured. In 2010, we have started the reconstruction of Jomba hospital which is attended by 95,000 people, particularly pregnant women. This project also involves health education relating to HIV/AIDS. RESCATE focuses its work in the Department of Cauca, one of the zones most affected by the armed conflict and where the population is char- acterized by its ethnic variety with many indigenous and afro-originating com- munities. The fundamental problem in this region is the lack of basic services and employ- ment; accordingly, RESCATE’s projects are based on removing these deficiencies through the promotion of food security, training, job generation and improving sanitation infrastructure in order to strengthen society alongside respecting and protecting human rights and economic, social and cultural aspects. During 2010 an industrial cocoa and chocolate operation has been set up in Guachené and Villarrica, which is unique in its social character in South West Colombia and that directly benefits 220 families and indirectly as many as 1,200 families. It has a production capacity for chocolate of 505 kg/day and a cocoa processing (into powder) operation of 2,400 kg/day. Colombia

During 2010, we have completed our project for the recov- ery of the school system through the re-establishment of the infrastructure and teacher training in Magzar, District of Zare (north of the country) together with our counterparts People in Need. The situation in Afghanistan continues to be very unstable and the level of illiteracy is very high. Above all, the lack of educational infrastructure is evidence with 75% of educational buildings destroyed as a result of decades of conflict. MIDDLE EAST. We have implemented previously agreed activities within the Agreement financed through AECID in order to provide basic needs for the most vulnerable women refugees of the Palestinian Territories and Iraq. This Agree- ment has a planned duration of 4 years. SYRIA. During 2010, the building destined to become the Centre of Support for Women in the Camp of Neirab, where 19,000 palestinian refugees live, has been reconstructed. Once operating fully, this centre will provide services to 1,850 beneficiaries. Additionally, the Company Development Centre of Afrín, in the rural zone of Alepo, is already operational. JORDAN. In this period, the Focus on Women Centre in the suburb of Hashmi, of the most deprived areas of East Amman, has already opened its doors and is growing thanks to an initiative of the Valencian autonomous government. The centre has begun to deliver courses on professional training for vulnerable women such as avoiding unemployment and prevention of violence. Thousands of iraqi and palestinian refugees and under-resourced jordanian civilians are concentrated in the suburb of Hashmi. During 2010 the Yayous Clinic has opened its doors for business and provides health advice for women in the suburb. Also, the project in Almazara de Kufranjah (district of Ajloun) for the manufacture of olive oil and the use of discarded parts of the olives such as in alternative energy generation. Syria

In 2010, our projects have continued to promote the necessary conditions to achieve a stable, peaceful and multi- ethnic society in this country which played a leading role in the last great Euro- pean war. In BiH, RESCATE holds an office in the city of Mostar in which 5 people work. Building peace and protection of the disabled: as a result of the war, the increase in children and adults with physical and psychological scars due to the conflict has been clear to see, and this comes on top of the population disabled from birth or as a result of an accident or illness. In this context and with the support of AECID and the Ministry of Bosnian Health, RESCATE has continued the building of a new day centre and inter-ethnic residence for 365 people in Stolac (BiH). KOSOVO. Within the framework of the Agreement that RESCATE has developed in the Balkans with AECID, we have worked in Kosovo with the purpose of treating children and adolescents with special needs in order to guarantee their right to an education. A playroom has been constructed that now provides assistance to children of ethnicities represented in the region. In a peaceful environment, the playroom offers a great variety of services from treating children with learning disabilities to human rights promotion activities, parenting training and the training of social workers. In 2010, RESCATE has continued its work in Shkodra, one of the most deprived regions in Albania with the end goal of supporting the education system to prevent the human trafficking of minors which is one of the major prob- lems of the region. Moreover, we have carried out repair works in various colleges damaged by flooding which affected the district of Shkodra in 2010.
