ARE CHARTERED OR CERTIFIED STATUSES, ASCURRENTLY BEING CONFERED, CLEARLYUNDERSTOOD BY LIBRARIANS AND THE PUBLIC?4. IS IT AN ALL COMERS THING?5. DOES IT REQUIRE ADDITIONALQUALIFICATIONS SUCH AS ON THE JOBTRAINING AND EXPERIENCE FOR ONE TOQUALIFY FOR CHARTERED STATUS?

THEY EXAMINED THECONCEPT OF CHARTER, DISCUSSED THE LEVELSOF MEMBERSHIP VIS-À-VIS STANDARDSAPPLIED IN THE UNITED KINGDOM AND THECHARTERSHIP STATUS UPHELD IN OTHERPROFESSIONS WITHIN AND OUTSIDE NIGERIA.THUS, IT WAS OBSERVED THAT:1. TRULY, CHARTERED STATUS IS CONFERED ONNIGERIAN LIBRARIANS FOR SAKE OFREGISTRATION WITH LRCN – A PRACTICE NOTACCEPTABLE AS OBSERVED IN UK AND INOTHER PROFESSIONS.

THERE ARE NO LEVELS ORCATEGORISATIONS, AS OBTAINED INSIMILAR CHARTERED BODIES, AVAILABLEIN THE CHARTERSHIP PRACTICE OF LRCN –THIS IS ALSO NOT ACCEPTABLE ASOBSERVED IN THE PRACTICE IN UK ANDOTHER PROFESSIONAL BODIES.3. THE CHARTERED OR CERTIFIEDSTATUSES, AS CURRENTLY BEINGCONFERED, IS NOT CLEARLY UNDERSTOODBY LIBRARIANS AND THE PUBLIC

THE CHARTERSHIP CONFERMENT ONLIBRARIANS IS AN ALL-COMERS-THINGSINCE A FRESH GRADUATE WITHOUTEXPERIENCE CAN BE CHARTERED ON THESAME LEVEL WITH A PROFESSOR WHO HASACQUIRED YEARS OF EXPERIENCE ANDTRAINING - A PRACTICE NOT ACCEPTABLEAS OBSERVED IN UK AND IN OTHERPROFESSIONS.5. TO GET CHARTERED BY LRCN DOES NOTNECESSARILY REQUIRE ADDITIONALQUALIFICATIONS SUCH AS ON THE JOBTRAINING AND EXPERIENCE – A PRACTICETHAT IS VERY WRON G ALSO
  9. 9. 6. SUCH CONFERMENT DOES NOT PRESENTPROFESSIONAL VALUE AND EXCELLENCE ONTHE CONFEREES AS STRONGLY AS IT COULDLIKE THEIR COMPEERS IN OTHERPROFESSIONS7. LRCN SHOULD RE-EXAMINE HERCHARTERSHIP PRACTICE TO REFLECT LEVELSAS DONE IN UK – THE CHARTEREDINSTITUTE OF LIBRARY AND INFORMATIONPROFESSIONALS (CILIP).
  10. 10. BASED ON THESE FINDINGS, THERESEARCHERS RECOMMEND THAT:1. LRCN NEEDS TO REFLECT ALL CHANGESWITHIN THE PROFESSION AND REGULATION2. LRCN NEED TO HAVE BENCHMARKS3. LRCN SHOULD REFLECT A REWARD FORSOMETHING ADDITION4. INDIVIDUAL LIBRARIANS HAVE TOCONTINUE TO LEARN PROFESIONALLY
  11. 11. 5. LRCN NEED TO GENERATE A FRAMEWORKFOR QUALIFICATION6. LRCN NEED TO RE-EXAMINE CHARTERSHIPTO ENSURE THAT RECIPIENTS HAVE THEMAXIMUM BENEFITS FROM THE CHARTERSTATUS7. LRCN SHOULD INTRODUCE ACERTIFICATION FOR PARAPROFESIONALAND ASSOCIATE FOR LIBRARIAN-IN-TRAINING OR STUDENTS I.e. [CALN –CERTIFIED AFFILIATE LIBRARIAN, ALN –ASSOCIATE LIBRARIAN]
  12. 12. 8. LRCN SHOULD BEGIN A REVALIDATIONOF CHARTERED MEMBERSHIP CARRIED OUTEVERY FIVE YEARS9. LRCN SHOULD SHOW FULL COMMITMENTTO THE COURSE OF HIGH STANDARDS OFPROFESSIONAL PRACTICE10. LRCN SHOULD EMBARK ON ADVOCACYAND PUBLIC AWARENESS PROGRAMMES TOENLIGHTEN THE PUBLIC
