  1. 1. IPA CBC Programme Bulgaria - Serbia CREATION OF SPATIAL DATA BASE FOR UPPER NISHAVA CATCHMENTThe preparation of a geographical database for the upper Nishava catchment is amajor task in the creation of a digital terrain model and flood hazard and risk maps.Design of a GIS database Basin NishavaGIS platform: a specialized GIS platform has been created for the purposes of thisproject, which includes integrated hardware and software components. ArcGIS 10single user software has been installed and brought into operation. The life cycle of this database for the project includes two main steps:1) preliminary analysis and design2) implementation and operation of the database. The next stage of the development of the target GIS database includes logicalorganization of data, carried out according to the capabilities of the GIS software andabove all the specifications used in its management system databases. There are a number of additional requirements for the design of a GIS database, which applies to all stages of its development. They mainly concern thestandardization of data (data format, their accuracy and quality must conform tocertain standards), to control the operations related to the introduction, deleting, editing and updating data, the need to protect copyright data and informationprocedures to prevent unauthorized access to GIS databases, etc.The data is subjected to the so-called pre-processing procedures. Then proceed togeoreferenced dataThe following activities are associated with defining the procedures for converting thedata, which include:• Data conversion from analog to digital format (digitizing);• Control changes resulting from the conversion. The developed database is in Personal geodatabase format, according to the mostcommon type: EUROPEAN UNION Bulgaria – Serbia IPA Cross-border Programme “Assessment of flood risk – a base for sustainable development in upper part of Nishava catchment” Page 1
