Stadt Leipzig - 4Stadtplanungsamt - Stadtentwicklungsplanung April 2016 Main challenges with regard to affordable housing Leipzig has not (yet) a „tense housing market“ but…  Flats of certain sizes (all over the city) and flats at low-prices become scarce in several city districts  Leipzig still has a low income-level (average: 1.660€ per month and household) and therefore many people can not afford even very small rises of rents  Low rent level (averages: rents on offer ca. 6 €/m² / existing rents ca. 5,50€/m²) but new construction takes place in higher price-segments (due to high construction costs and legislative prescriptions - 8-10 €/m² would be needed)  Tendencies of gentrification can be observed (although not statistically proved) according to initiatives numbers of evictions rise significantly  Decreasing percentage of households receiving „costs for housing and heating“ provided by the city, but increasing total costs (due to rising rents)  The migration of refugees will increase significantly the demand for low-price housing (from 600-1000 flats to 1.300-2.000 flats)  Leipzig new population forecast foresees the continuation of intense growth (even up to around 720.000 inhabitants in 2030)  This will increase the pressure on the housing market (first estimation: 4.500 new flats per year needed)

Stadt Leipzig - 8Stadtplanungsamt - Stadtentwicklungsplanung What we need > to maintain adequat housing supply and social cohesion  Funding for social housing which supports - New construction of houses and socially compatible refurbishment - rent-bindings over a long period (directly in new built flats or in combination with existing flats) - subsidy (not a loan) at an attractive level both for developers and cities - combination of different needs (elderly-friendly, barrier-free, energy-efficiant, new/alternative forms of housing) - Support of different income groups (focus on low and middle income groups) in order to maintain and create a social mix and cohesion at city/district level Our task is: Upgrading of deprived neighbourhoods at the same time as maintaining inclusiveness / accessibility in demanded districts  Continuous support for integrated urban development integration of all deprived groups of the society only works at city and district level  support of education / social infrastucture, employment, participation…  including new instruments of financing (e.g. for support of stakeholders who create innovative alternative forms of affordable housing) April 2016
