3. ระบบสารสนเทศ • Information System – ระบบที่มีการนำเทคโนโลยีสารสนเทศ (Information Technology) มาใช้ เพื่อสนับสนุนกระบวนการทำงานบางอย่างของมนุษย์ – ใช้เทคโนโลยีเป็น เครื่องมือ เพื่อให้ข้อมูล (Deliver information) และ สนับสนุนกระบวนการทำงาน (business processes) ให้กับ ผู้ใช้งาน (users) ในการทำงานหนึ่งๆ – เช่น ระบบการฝาก-ถอนเงินผ่านเคาน์เตอร์ธนาคาร ระบบการลงทะเบียน เรียนผ่านเว็บ ระบบ e-learning ระบบจองตั๋วเครื่องบิน ระบบแสดงตาราง เที่ยวบิน เป็นต้น

Admission-Discharge-Transfer (ADT) • ระบบงานรับผู้ป่วยใน จำหน่าย และย้าย/ส่งต่อผู้ป่วย • Functions – สนับสนุน Admission, Discharge และ Transfer ผู้ป่วย (เรียกกระบวนการ ADT ว่า “patient management”) – ให้ข้อมูลเกี่ยวกับสถานะของผู้ป่วยว่า admit อยู่หรือไม่ รวมทั้งหอ ผู้ป่วยที่ admit – ให้ข้อมูลที่ใช้ในการคำนวณอัตราครองเตียง (bed occupancy) – เชื่อมโยงกับระบบการเงิน และการส่งข้อมูลเพื่อเบิกจ่ายค่า รักษาพยาบาล

20. ระบบตรวจสอบสิทธิค่ารักษาพยาบาล (Insurance Eligibility System) • Functions – ตรวจสอบว่าผู้ป่วยมีสิทธิค่ารักษาพยาบาลอะไรบ้าง เช่น สิทธิ ประกันสุขภาพ (30 บาท), สิทธิประกันสังคม, สิทธิข้าราชการ เป็นต้น หรือไม่มีสิทธิใดๆ (เงินสด) – ตรวจสอบว่าสิทธิค่ารักษาพยาบาลของผู้ป่วย ครอบคลุมการ บริการที่ผู้ป่วยจะได้รับหรือไม่ (coverage) เพื่อคำนวณค่าใช้จ่าย – อาจต้องเชื่อมโยงกับระบบตรวจสอบสิทธิค่ารักษาพยาบาลของ หน่วยงานต่างๆ เช่น สำนักงานหลักประกันสุขภาพแห่งชาติ สำนักงานประกันสังคม กรมบัญชีกลาง

21. ระบบนัดหมายผู้ป่วย (Appointment Scheduling) • Functions – บันทึกข้อมูลการนัดหมายของผู้ป่วย – กำหนดจำนวนผู้ป่วยที่สามารถนัดได้ต่อแพทย์หรือต่อหน่วยตรวจ – สนับสนุนการเลื่อนนัดหรือยกเลิกนัด – แสดงรายชื่อผู้ป่วยที่นัดหมายในวันหนึ่งๆ ของแต่ละหน่วยตรวจได้ – สามารถปรับจำนวนผู้ป่วยที่สามารถนัดได้ หรือกำหนดวันหยุดที่ ห้ามนัดได้

22. ระบบงานพยาบาล (Nursing Applications) Functions (บางส่วน) • บันทึก nursing assessments, interventions และ nursing outcomes • ช่วยสนับสนุนการลง charting และ vital sign recording • อาจใช้มาตรฐานข้อมูลทาง nursing informatics • ช่วยในการบันทึกแผนการรักษา (care-planning) • สนับสนุนการสื่อสารภายในทีมและระหว่างเวร เช่น ระบบ e-Kardex • บันทึกเหตุการณ์ความเสี่ยง (incidents) ต่างๆ

25. ระบบภาพทางการแพทย์ (Imaging Applications): ระบบแสดงภาพ (PACS) Picture Archiving and Communication System (PACS) • รับภาพ x-ray จากเครื่อง x-ray modalities ต่างๆ และบันทึกเข้าสู่ระบบ • การแสดงภาพ x-ray ให้บุคลากรทางการแพทย์อ่าน • ส่วนใหญ่ใช้กับภาพ x-ray เป็นหลัก แต่อาจใช้ในสาขาเฉพาะทางอื่นๆ ได้ เช่น โรคหัวใจ ส่องกล้อง พยาธิวิทยา และจักษุวิทยา เป็นต้น • ข้อดี: ประหยัดพื้นที่เก็บฟิล์ม x-ray, ค่าพิมพ์ฟิล์ม ป้องกันการทำฟิล์ม x-ray สูญหาย สามารถดูภาพพร้อมกันหลายคนได้ ดูภาพจากทางไกล (เช่น ที่บ้าน) ได้ รวมทั้งคุณสมบัติในการคำนวณและประมวลผลภาพด้วยคอมพิวเตอร์ (image processing & manipulation)

26. ระบบภาพทางการแพทย์ (Imaging Applications): ระบบสารสนเทศทางรังสีวิทยา Radiology Information System (RIS) หรือ Workflow Management • สนับสนุนกระบวนการทำงาน (workflow) ภายในหน่วยงานรังสี วิทยา (radiology department) ตั้งแต่การลงทะเบียนผู้ป่วย (patient registration) การนัดหมายเอกซเรย์(appointments & scheduling) การส่งปรึกษา (consultations) การพิมพ์รายงานการ อ่านภาพเอกซเรย์(imaging reports) เป็นต้น

27. ระบบงานการเงิน (Billing System) • Functions – คำนวณค่าบริการสำหรับการให้บริการที่ผู้ป่วยได้รับ – คำนวณค่าใช้จ่ายที่ต้องเรียกเก็บตามสิทธิค่ารักษาพยาบาลของผู้ป่วย (insurance eligibility) และความครอบคลุมการบริการต่างๆ (coverage) – บันทึกจำนวนเงินที่ผู้ป่วยชำระและยอดคงเหลือ เพื่อการติดตามทวง ค่าใช้จ่ายในอนาคต – ส่งข้อมูลยอดเงินที่ได้รับไปยังระบบบัญชีหรือระบบ Back Office เพื่อ บันทึกรายได้ของโรงพยาบาล และเพื่อการเบิกจ่ายค่ารักษาพยาบาลที่ เหลืออยู่จากกองทุนต่างๆ (reimbursement claims to government agencies)
