INTRODUCTION CINOP International Agency, its new name as part of the CINOP Group since 2010, is an independent organisation that on the initiative of national and European government implements international projects focusing on senior secondary vocational education and represents the Netherlands in the European context in areas such as lifelong guidance, quality assurance and ECVET. Our ambition is “connected learning and Europe”; to make an active contribution to the development of strategies and the transfer of knowledge for lifelong learning; to connect the European and national context; to connect themes such as key competences for lifelong learning, qualification structures, study credits, Europass, mobility, quality assurance, career development, social inclusion and new skills for new jobs; and to connect the Europe 2020 strategy, the ‘Education and Training 2020’ work programme and the Bruges Communiqué 2010 (focusing on vocational education 2020) and the national MBO (senior secondary vocational education) Action Plan 2011-2015 policy documents, Bedrijven naar de top (‘Businesses to the Top’) and the National Reform Programme. LEONARDO DA VINCI Innovation in vocational education 1 1.1 Aim 1.3 Programme components Leonardo da Vinci is part of the European Lifelong Learning Programme, the umbrella programme for education and learning under which all European programmes operate throughout all Transfer of Innovation (TOI) education sectors. Vocational and adult education is the target group of the EQAVET NCP. The most important role of the coordination point is to supervise the recognition of opportunities for ECVET in the Netherlands. The NLQF implementation will be completed in the first half of 2011 and the ECVET activities will therefore be concentrated in the second half of 2011. The National Agency for the LLP Leonardo da Vinci supervises various Leonardo da Vinci projects relating to this topic and is a member of both the European ECVET Users’ Group and the steering committee of the NetECVET project of the Leonardo da Vinci National Agencies. 4.2 For whom? The ECVET National Coordination Point provides interested parties with information on ECVET and works together with the Leonardo da Vinci National Agency. Moreover, the Ministry of Education, Culture and Science provides support with preparatory activities for ECVET implementation in the Netherlands.14 15

It makes it easier for employers and educational institutions abroad to assess the value of your qualification.20 21

There may be no large obstacles with regard to accessibility. Furthermore, priority must be given to the quality of training provided to counsellors, supported by the availability of up-to-date information, so that students can be directed efficiently and a good service can be provided. 8.2 For whom? 26 countries participating in the European Lifelong Guidance Policy Network play an initiating role in this.
