What is the RURAL WINGS Project? <ul><li>Rural Wings is a project that proposes to develop an </li></ul><ul><li>advanced learning platform through satellite technologies </li></ul><ul><li>in rural areas . </li></ul><ul><li>In the framework of the project more than 130 pilot </li></ul><ul><li>sites providing e-learning services via satellite will be </li></ul><ul><li>deployed within the European area. </li></ul>

The RURAL WINGS Objectives <ul><li>Creating of a world-wide network of Learning Hubs in rural areas </li></ul><ul><li>Promoting digital literacy and reducing resistance to the use of new technologies </li></ul><ul><li>Introducing a new learning culture </li></ul><ul><ul><li>Enable users in all levels to design, create, and learn in new ways, helping them to become more active participants in their communities </li></ul></ul><ul><ul><li>Special attention will be paid to Change Management and continuing training of the staff involved </li></ul></ul><ul><li>Enhancement of the communication between rural communities </li></ul>

What RURAL WINGS Offers to Municipalities <ul><li>Connection to the Rural Wings Satellite system </li></ul><ul><li>Both-way Internet Connection at least 128 Kbps or higher, 24 hours X7 </li></ul><ul><li>One day of “Change management in municipalities” simulation game using the e-learning system </li></ul><ul><li>Internet platform for communication between rural communities </li></ul>

What Municipalities need to give/pay in return? <ul><li>NOTHING!! </li></ul><ul><li>The project is ALL FREE OF CHARGE for you and being paid by the European Community! </li></ul><ul><li>NO DEPOSIT to pay for the hardware! </li></ul><ul><li>You can install the generic satellite yourself or pay for 2 hours work for an installer + travel for normal Installation </li></ul><ul><li>(about 700 EUR) </li></ul>

Change Management in Public Sectors <ul><li>implementing change has become one of the key tasks of managers </li></ul><ul><li>in today’s changing world </li></ul><ul><li>..But with so many innovations, managing change processes and </li></ul><ul><li>making new things happen is often a difficult and sometimes </li></ul><ul><li>frustrating process. </li></ul><ul><li>‘ Resistance to change’ was found to be the most important factor for failure rate of large organizational changes   </li></ul><ul><li>Failure, in this case, means that the targeted performance </li></ul><ul><li>improvements are not achieved as planned </li></ul><ul><li>The main problem emerges when we start moving from the still </li></ul><ul><li>relatively comfortable area of ‘knowing’ to the one of actually ‘doing’ </li></ul>
