  4. 4. INTRODUCTIONKajang,is a town in the eastern partof Selangor, Malaysia.Kajang is the district capitalof Hululangat . It is located 21 kilometers (13 mi) fromMalaysias capital, Kulalumper . Kajang town has grownrapidly in the past several decades. New strategies fortraffic control must be developed in order to managethe increase in traffic volume.31/5/20134

Traffic congestion and long queues at intersectionsduring peak hours is the major problems in Kajang.Growing numbers of road users and limited resourcesprovided by current infrastructures lead to increasingof travelling times.   8. 8. SCOPE OF WORKThe scope of work of the study consists of the following:1-Site Visit and Visual AppraisalSite visit are conducted to focus the area and to evaluate theactual site problems. Collect Preliminary data such as number oflanes, distance between intersection , etc .2-Traffic Survey & AnalysisTraffic surveys are conducted at appropriate time and durations(during peak hour), so that actual data of traffic flows at theselected intersection could be obtained.3-Output :consists of suitable Cycle Time and Offset Time ,solution for upgrading existing traffic control system31/5/20138

PROPOSED URBAN TRAFFIC MANAGEMENT SYSTEM The following applications are linked up to form an intelligentUTMS in order to solve the problems in the study area. Traffic Control Center Automatic and Intelligent Traffic Control Traffic Surveillance System Traveler Information System A good communication system is very for the followingpurposes:1-Synchronization of controller timer at each intersection for offsetimplementation.2-Exchange of traffic data between controllers.3-Malfunction reporting from each controller to the control room.4-Incident reporting to the control room.31/5/201319

The TCC is proposed tobe located at the Kajang TownMunicipal Council Building andallows the various components oftraffic management (signals,control boxes, real time video andsimulations) to be effectivelymanaged by a team of trafficengineers who monitor andmaintain signals throughout thecity31/5/201320

OUTCOME The outcomes of this study are outline as below.1-LOW COST SOLUTION:Low cost solutions are the outcome of this study, rangingfrom setting the optimum timing manually to anintelligent system with communication system. Theintelligent system is based on distributed control systemusing microprocessors whereas the communication systemis based on wireless system or system using power cable asthe communication medium to minimize cost.31/5/201338

Calculating Congestion Costs and Reduction Benefits the cost of congestion is RM6.72 million/year compare tosetting up of ITS which is RM 2.07 million So we stronglyadvise this KUTMS need to implement very soon to avoid theprice increasing and avoid the stress and waste of time for theuser and people in Kajang area.31/5/2013 40

It wasconsidered the most cost effective and technologicallyadvantageous option considering existing needs, futureexpansion needs and incorporation of other IntelligentTransportation Systems (ITS).traffic managementcomponents such as variable message signs, real time streetconditions based on street sensor feedback31/5/2013 41
  42. 42. CONCLUSIONMulti-plan timing system could be set based on computedtiming that gives optimum traffic flows. The optimizationprocedure includes individual controller setting and offsettiming to minimize stopping and maximize flows that giveprogressive flows with maximum bandwidth. Optimizingexisting traffic controllers . It is undeniable that setting upa ITS system in this Kajang town area would be a very wisedecision as it will help to lessen the congestion in Kajangand also will benefits the town here as has smoother trafficflow.31/5/201342

RECOMMENDATIONSUpgrade the existing controllers to controllers with microprocessorsInstall advanced sensorsInstall communication system to facilitate data exchanges between trafficcontrollers which are necessary in optimizing traffic flows.Other recommendation if the congestion still cannot be manage by thissystem are stated below:Introduce road pricing within peak hour in the City centreRoad pricing for the operation and maintenance for the ITS system to reducethe burden from the government. But the public transport system andservice must be upgrades prior to this road pricing implementation.31/5/201343
