  2. 2. Construction Update <ul><li>Finances </li></ul><ul><li>Currently more than $4 million under budget </li></ul><ul><li>Cost savings have enabled us to: </li></ul><ul><ul><li>Put technology in every classroom </li></ul></ul><ul><ul><li>Upgrade floor finishes in all buildings </li></ul></ul>

Construction Update <ul><li>Construction Progress- Overall </li></ul><ul><li>The overall construction of all 5 buildings initially scheduled to be completed by August of 2013 </li></ul><ul><li>We are currently scheduled to be completed 1 year ahead of schedule with all five buildings </li></ul>

Construction Update <ul><li>Construction Progress- Individual Buildings </li></ul><ul><li>as of January 26 th , 2011 </li></ul><ul><li>Lincoln Elementary- projected opening Fall of 2011 </li></ul><ul><li>Milkovich Middle School- projected opening Fall of 2011 </li></ul><ul><li>Maple Heights High School- projected opening Fall of 2012 </li></ul><ul><li>Kennedy & Obama Elementaries- projected opening Winter Break of 2011 </li></ul>

Levy Update <ul><li>District finances </li></ul><ul><li>3 major areas have cause us not to be able to operate on current funds: </li></ul><ul><li>Reduction in state/local funding </li></ul><ul><ul><li>Already decreasing amounts, could be as much as an additional $3.4 million more this year </li></ul></ul><ul><li>Reduction in federal funding and grants </li></ul><ul><ul><li>Current reductions will be over $2.5 million for next year alone. </li></ul></ul><ul><li>Increasing insurance & health care costs </li></ul><ul><ul><li>Annual increases as high as 10% each year </li></ul></ul><ul><ul><li>Last year saw over $1 million increase in this cost to the district </li></ul></ul>

Operating Levy <ul><li>District Finances </li></ul><ul><li>Fiscal Responsibility </li></ul><ul><li>Over the past three years, the board has approved reductions of over $3 million annually to stay fiscally solvent: </li></ul><ul><ul><li>Reduction or elimination of non-core academic programs like Tree House and DALIS </li></ul></ul><ul><ul><li>Reduction in budgets and usage of supplies and materials </li></ul></ul><ul><ul><li>RIFs and Reduction in over 30 positions in the district </li></ul></ul>

Operating Levy <ul><li>District Finances </li></ul><ul><li>Fiscal Responsibility </li></ul><ul><ul><li>All Administrators are on a salary freeze and will also commit to any concessions given by the unions </li></ul></ul><ul><ul><li>As of Jan 28, 2011, the teachers union president has verbally committed to concessions from the teacher’s union. Waiting on a signed agreement. </li></ul></ul><ul><ul><li>As of Jan 28, 2011 the non-teaching union is still in discussion but anticipate to offer concessions as well. </li></ul></ul>

Operating Levy <ul><li>District Finances </li></ul><ul><li>County corruption investigation & restitution </li></ul><ul><ul><li>The board and district have cooperated fully with the FBI so they could investigate and bring charges on those individuals involved </li></ul></ul><ul><ul><li>The board hired an independent financial consultant to investigate and provide information to the FBI as well </li></ul></ul><ul><ul><li>New accounting and business procedures have been put in place to increase security and protection of our finances </li></ul></ul>

Operating Levy <ul><li>District Finances </li></ul><ul><li>County corruption investigation & restitution </li></ul><ul><ul><li>The board has instructed our attorneys to seek out the maximum amount of restitution possible from each individual who has been charged with any connection to the schools (over $292,000). </li></ul></ul><ul><ul><li>Our attorney and superintendent have been directed by the board to attend the sentencing of all former employees involved to fight for complete restitution. </li></ul></ul><ul><ul><li>To date, 7 individuals have been sentenced, while 8 other individuals are awaiting sentencing hearings. </li></ul></ul><ul><ul><li>Of the 7 sentencings, a little over $43,000 was sought out in restitution from them individually. The judge has awarded over $48,000 in these cases, with an additional $35,000 all defendants share collectively. </li></ul></ul>

Operating Levy <ul><li>In order to address our financial deficit, the board of education has voted to place a 1.5% income tax levy on the May 3 rd , 2011 ballot. </li></ul><ul><li>This levy will generate an estimated $5 million annually. </li></ul><ul><li>The average income in Maple Heights is $40,000. This levy would cost the average citizen $50/month. </li></ul>
  12. 12. Operating Levy <ul><li>We will be making cuts in staffing as we move to five new schools in the next two years, regardless of passage of the levy. </li></ul><ul><li>If we are not successful in passing the operating levy, additional drastic cuts will need to be made. </li></ul>

Operating Levy <ul><li>Potential areas of reduction or elimination should the levy fail : </li></ul><ul><li>Full day kindergarten </li></ul><ul><li>Special Education and vocational programs </li></ul><ul><li>Bussing to a 2 mile radius </li></ul><ul><li>Supplemental/extracurricular programs & positions </li></ul><ul><li>Building Security </li></ul><ul><li>DALIS/Program for Independence </li></ul><ul><li>Eliminate 16% of our administrative staff 5 of 34 </li></ul><ul><li>Eliminate 11% of our instructional staff 33 of 260 MHTA members </li></ul><ul><li>Eliminate 12% of our non-teaching staff 15 of 122 MOST members </li></ul>
