  5. 5. Restrictions on States for Voting Qualifications <ul><li>Suffrage still lies within the states, but they must do the following: </li></ul><ul><li>1. Must be able to vote in ALL elections </li></ul><ul><li>2. Cannot deprive based on race, color, or previous condition of servitude </li></ul><ul><li>3. Cannot deprive based on race </li></ul><ul><li>4. Cannot require payment of tax </li></ul><ul><li>5. Cannot deprive any person at least 18 years of age. </li></ul>
