Rising Prices of Commodities <ul><li>Inflation (rise of prices) for commodities so far this year – 6.4% (compared to 2.4% last year) </li></ul><ul><li>Price of food products – already up by 8.4% </li></ul><ul><li>Commodities that have risen sharply: Gasoline, Bread, Pork, Vegetables, Rice </li></ul>

Rice (Price) Crisis <ul><li>What’s happening now: </li></ul><ul><ul><li>Commercial rice price at Php 32.00 </li></ul></ul><ul><ul><li>Impoverished forced to line up at NFA stores to buy at most 3 kilos of rice at Php 18.00 </li></ul></ul><ul><ul><li>Parishes, military camps, LGUs tapped by NFA to distribute cheap rice to poor </li></ul></ul><ul><ul><li>PGMA has ordered law enforcement agencies to track down rice hoarders </li></ul></ul><ul><ul><li>NFA given funds to import more rice for distribution </li></ul></ul>

Rice (Price) Crisis <ul><li>Current Situation: </li></ul><ul><ul><li>Enough supply for three months in the country (rice production has actually increased) </li></ul></ul><ul><ul><li>Tightening of rice exports because of decline of rice production in the world (due to climate change and switching to cash crops/bio fuel crops) </li></ul></ul><ul><ul><li>Price hike of rice in the world market </li></ul></ul><ul><ul><li>Food riots in several countries including Haiti, Egypt, Indonesia </li></ul></ul><ul><ul><li>Rising costs of fertilizer and upcoming lean months in rice production </li></ul></ul>

Rice (Price) Crisis <ul><li>Solutions being implemented: </li></ul><ul><ul><li>Emergency rice importation by NFA to continue distribution of cheap rice to the poor (despite incurring billions worth of expenses) </li></ul></ul><ul><ul><li>Increased seed subsidy (to help farmers plant more rice) </li></ul></ul><ul><ul><li>Suspension of land conversion (to stop conversion of agriculture land) </li></ul></ul><ul><ul><li>Wage hike to help workers cope with rising prices </li></ul></ul>

Rice (Price) Crisis <ul><li>What needs to be done: </li></ul><ul><ul><li>Provide enough budget to the DA (budget mandated by law (Php 19 B) not being given for the past years) </li></ul></ul><ul><ul><li>Push for self-sufficiency (to insulate us from rising world prices) </li></ul></ul><ul><ul><ul><li>Improve irrigation </li></ul></ul></ul><ul><ul><ul><li>Technology transfer to farmers </li></ul></ul></ul><ul><ul><ul><li>Stop excessive land conversion </li></ul></ul></ul><ul><ul><ul><li>Balance energy and food security </li></ul></ul></ul><ul><ul><ul><li>Effective agrarian reform </li></ul></ul></ul><ul><ul><li>Stop rice hoarding (by traders and households) </li></ul></ul>

CARP Extension <ul><li>Current Situation: </li></ul><ul><ul><li>20 years old (extended in 1998) </li></ul></ul><ul><ul><li>Expiration on June 2008 </li></ul></ul><ul><ul><li>More than a million hectares left undistributed to some two million beneficiaries </li></ul></ul><ul><ul><li>Studies confirm CARP has alleviated poverty and promoted peace in areas with successful implementation </li></ul></ul><ul><ul><li>Some farmers sell their land or are not productive because of lack of support </li></ul></ul>

CARP Extension <ul><li>Action points so far: </li></ul><ul><ul><li>PGMA marked the CARP extension as urgent for legislative action </li></ul></ul><ul><ul><li>Church supports CARP extension </li></ul></ul><ul><ul><li>Several CARP extension bills have been filed in both houses </li></ul></ul><ul><ul><li>Special committee has been formed (4/5/08) in both Houses </li></ul></ul>

CARP Extension <ul><li>Points for analysis (and action): </li></ul><ul><ul><li>Partylist groups have called for the abolition of the current law and passing of the Genuine Agrarian Reform Law </li></ul></ul><ul><ul><li>Church calls for CARP that focuses on the needs of the poor </li></ul></ul><ul><ul><li>Three different bills in the Senate, 13 in the House (ranging from additional funding to complete overhaul) </li></ul></ul><ul><ul><li>Taking too long and may not have enough public attention </li></ul></ul>

Campaign for TAR <ul><li>Updates: </li></ul><ul><ul><li>Senate has filled a motion for reconsideration on the SC decision to uphold executive privilege on the case of Neri on the ZTE deal </li></ul></ul><ul><ul><li>BUSINA is hosting a national congress on June 14-15 to consolidate and reach consensus on sustaining the campaign </li></ul></ul><ul><ul><li>NCR consultation will be in May </li></ul></ul>
