  5. 5. Do CTFs Usually Perform M&E? Many CTFs wait with M&E CTFs are less inclined to do technical monitoring of activities monitor outputs and overall objectives conduct comprehensive project evaluations
  6. 6. Best Practices for M&E CTFs should require each grantee to: Include goals and indicators for each project Collect relevant baseline data Submit data several times during project Measure changes in key indicators
