Nature of Power, Politics and Gov’t <ul><li>authority - legal right or power to give orders and enforce rules </li></ul><ul><li>government - Institutions and officials organized to establish and carry out public policy </li></ul><ul><li>power - the ability to cause others to behave as they might not otherwise choose to do </li></ul>

What gives a ruler legitimacy? <ul><li>mandate of heaven - Chinese ruler had approval of heaven to rule, as long as he ruled in moral manner </li></ul><ul><li>divine right of kings - God granted European kings right to rule </li></ul><ul><li>social-contract theory - Hobbes and Locke - people agree to obey ruler if he protects their rights </li></ul>
  6. 6. Purposes of Gov’t <ul><li>maintain public order </li></ul><ul><li>protect life and property </li></ul><ul><li>provide public goods - product or service that is available for all people to consume, whether they pay for it or not </li></ul>
  7. 7. Building blocks of gov’t <ul><li>a means of coercion - police, courts, prison </li></ul><ul><li>a means of collecting revenue - money to pay for public goods </li></ul>
  8. 8. Who should rule? <ul><li>king/tyrant - rule by one </li></ul><ul><li>aristocray/oligarchy - rule by few </li></ul><ul><li>polity/democracy - rule by many - best way to prevent tyranny </li></ul>

Modern Nation-States <ul><li>nation-state - independent state, especially one where people share culture </li></ul><ul><ul><li>territorial integrity - recognized boundaries </li></ul></ul><ul><ul><li>stable population - people live there </li></ul></ul><ul><ul><li>code of laws - </li></ul></ul><ul><ul><li>sovereignty - independent and self-governing </li></ul></ul>

Politics <ul><li>politics - process and method of making decisions for groups (usually gov’ts) </li></ul><ul><li>Political activity has a purpose </li></ul><ul><li>political activity involves collective action </li></ul><ul><li>institution - established organization, especially one providing public service </li></ul>
