  10. 10. ••• 10 Ministerial Declaration on eGovernment Malmö, 2009 • Promote innovation in eGovernment services through research and development, pilot projects and other implementation schemes. • Develop the possibilities offered by new open and flexible service architectures and new computing paradigms. Innovation is a central part of eGovernment and will contribute to the goal of making Europe a leading knowledge-based economy. • Identify gaps in cross-border interoperability and mutual recognition and intensify the activities on key enablers such as trustworthy electronic identity, electronic signatures and electronic documents, and continue developing a joint infrastructure, for example the Internal Market Information system that can be used by all Member States administrations and the Commission in the provision of cross-border services.
  11. 11. ••• 11 Ministerial Declaration on eGovernment Malmö, 2009 • The programme for Interoperability Solutions for European Public Administrations and other European interoperability activities should play an important role in achieving this goal. When available, existing infrastructure should be used to build additional services and development of new infrastructures should be based upon real needs which are commonly agreed. • Develop cross-border eGovernment services that are based on real social and economic needs. We will initiate joint projects of cross- border eGovernment services based on specific needs. Sectoral projects would benefit from synergies with other sectors and the reuse of existing infrastructures rather than developing specific sectoral-based solutions.

It should develop an EU-wide strategy on "cloud computing" notably for government and science. The EC should stimulate research and technological development in the area of Cloud Computing 2. The EC together with Member States should set up the right regulatory framework to facilitate the uptake of Cloud computing

Technologies for infrastructure virtualisation, cross platforms execution as needed for service composition across multiple, heterogeneous environments, autonomous management of hardware and software resources. Interoperability amongst different clouds, portability, protection of data in cloud environments, control of data distribution and latency. Seamless support of mobile, context-aware applications. Energy efficiency and sustainability for software and services on the cloud. Architectures and technologies supporting integration of computing and networking environments; implications of Cloud Computing paradigm on networks Open Source implementations of a software stack for Clouds Management of cloud resources Cloud Interoperability Mobile, context- aware applications Open source implementation of a software stack for clouds
