For one thing, banks have to maintain large capital reserves to provide a hedge against bad debt. Under current rules banks have to hold at least 4% of their balance sheets in reserve but in terms of this month's Basel III international banking agreement, this percentage will have to be steadily increased to 6% by 2019, and banks will also be required to hold a further 2,5% of their balance sheets in "emergency reserves". And we should not forget that it is having such reserves that has enabled the banks to be much more accommodating towards borrowers in distress and default during the most recent economic downturn than was possible in the late 1990s, when soaring interest rates resulted in thousands of people losing their homes. In addition, the banks have only recently begun to show more confidence in lending again, and we don't think that should be discouraged in any way as it is critical to the full recovery of the property market - and the economy in general. Articles COMMERCIAL PROPERTY UPDATE  A story of timing, inflation and monetary policy.. oh yes and throw in the emerging ingredient too South Africa's commercial property market is often cited an outlier within the global real estate universe – and for good reason: South Africa outperformed all other property markets on a local currency basis in seven out of nine years for which IPD has sufficient data to produce a global index. Since the last property boom started to gain traction, in 2003, nominal capital values have virtually doubled in seven years, rising by 97.4%. This includes a cumulative rise of 23% over the three years to end 2009 – the period when the global financial crisis struck, prompting a severe re–pricing in commercial property values in virtually all other markets worldwide. CAPITAL GAINS TAX FOR NON-RESIDENTS   Draft legislation has been released for public comment in terms of which a Section 35A is to be inserted in the Income Tax Act to provide that: Any person such as the purchaser or the conveyancer appointed to attend to the registration process who must pay an amount to a person who is not a resident in respect of a disposal of any immovable property in the Republic must withhold from the amount due to such seller an amount equal to: - a)5 percent of the amount so payable where the seller is a natural person; b)7,5 percent of the amount so payable where the seller is a company; and c)10 per cent of the amount so payable where the seller is a trust. Home improvement is not only a great way to enhance your investment, but it can also provide you with greater satisfaction with your living environment. But before you call the contractor, there are a few other things to consider. Home improvement projects can offer significant rewards whether you are looking to put your house on the market in the immediate future or even if you are not interested in selling for years to come. But before you get started, you need to identify which improvement projects will increase both the resale value of your home as well as your day-to-day comfort. Read more. THE BEST VALUE ADDING IMPROVEMENTS DUTIES INCREASE FOR ESTATE AGENTS   Estate agents across the country have been concerned about the new responsibilities that will be imposed on them by the Consumer Protection Act (due for finalisation in March/April 2011) and it is clear now, says Grant Gunston, senior director of Grant Gunston Attorneys, that agents will, as "links in the supply chain", be held accountable for: Any action which on later investigation could be characterised as dishonest, unfair or misleading; Read more. Many of us have heard time and again that the purchase of a house is probably the biggest single purchase most people will make in their lifetimes. And yet, for this realisation, it is startling how little time some potential homeowners invest in this momentous financial and potentially life-changing decision. I have heard of people whose research into property for sale prior to purchasing a home amounts to little more than a drive around the desired neighbourhood looking for "For Sale" boards. This is a good idea if the leisurely drive around suburbia is combined with another market research approach.  HOUSE HUNTING TIPS FOR HOME BUYERS   Read more. BANKS TO REDUCE REMORTAGE RATES   Banks reduce remortgage rates Banks are trying to tempt home owners onto new deals by making significant cuts to their rates. Many borrowers are remaining on record low standard variable rates instead to avoid paying a higher rate on a new deal. Banks have reacted by making further cuts. The average cost of a tracker loan dropped for the third consecutive month to hit a new record low of 3.5 per cent, according to the Bank of England. Read more. In addition, they will, like estate agents, have to pass the Professional Designation Exam (PDE) by 2013. Pointing this out recently, Michael Bauer, GM of Cape sectional title management company IHFM, said there were still some managing agents who resented these requirements and hoped that their implementation will be indefinitely delayed.
