5. The Chairman shall hold office for seven years , a Commissioner for five years, and another Commissioner for three years.

Highly Technical Position - requires the appointee to possess technical skill or training in the supreme or superior degree.

Standardization of pay and ban on double compensation The Congress shall provide for the standardization of compensation of government officials and employees and the qualifications required for their positions. No elective or appointive public officer or employees hall receive additional, double or indirect compensation, nor accept without the consent of the Congress, any present, emolument, office or title of any kind from any foreign government.

Review of the decisions of CSC Power to approve/disapprove appointments: The authority of CSC to approve appointment does not include the authority to make the appointment itself or to direct the appointing authority to change the employment status of an employee
