• For the people (global traveler)
• Try to provide an evaluation method for global data sim
• The method can be used in global
• ISOC chapters can work together on the email list.
• ISOC country chapter who interest with this issue can join the
working group.
• Come out an evaluation method and build the global test platform
in the future.

For the people (global traveler)

the number of international tourist arrivals rose to 1.19 billion in 2015.

How to provide the internet for 1.19 billion people?
• Just enable data roaming? (it is very expensive)
• Tourist data sim card?
• how is the quality ????

• To provide reasonable price and good

– We need an evaluation method like MOS for VoIP.
– GSMA has developed the Global Roaming Quality
Standards (IR.81), but it is not for the end user.
– We need a QoE(quality of Experience) evaluation
method for the end user.

How can we do that ?
1. Group the chapters who interest with this issue.
2. Work for an evaluation method
– Get the experience scores in different speeds for popular
applications by Augmented Traffic Control (aka ATC)

– Discussion the evaluation method on mail list.
– Form a ISOC SIG
