POINT OF ORIGIN <ul><li>History : Vietnam has just been a nation which located nearby the sea. </li></ul><ul><li>+ Agricultural culture associated with buffalos and plows ( earning for living under mainland styled thinking) </li></ul><ul><li>+ No Adventurous spirit to explore and conquer the sea- the marine cultural core. </li></ul><ul><li>+ Lack of material capacities to conquer the ocean (potentials in economy, human resources, technology) </li></ul><ul><li>+ No presence on the sea as a nation- marine powerful country ( possession) </li></ul><ul><li> The sea has just been poetry object, not a economic development category. </li></ul>

POINT OF ORIGIN <ul><li>At present : </li></ul><ul><li>+ Marine strategy has been available but has not been in details and implemented yet; </li></ul><ul><li>+ Ability to conquer the sea: has not been well-prepared yet </li></ul><ul><li>+ Open direction but &quot;upward to the mountain&quot; (the northern gateways do not toward the sea) </li></ul><ul><li>+ The northern key economic zones: has not clearly defined, not associated activities together (advantages, structure, institutional coordination, cooperation) </li></ul><ul><li>+ Hai Phong is similar to other provinces: Hai Phong port is as same as other ones. </li></ul>

NEW SITUATION <ul><li>The world globalization + high-tech era transition. </li></ul><ul><li>Vietnam entered WTO: New developing space and opportunities (free forces). </li></ul><ul><li>Vietnam has had marine strategy at the first time. </li></ul><ul><li> Converged all three factors : New feasible marine strategy (Vietnam has demand, capacity and benefit of reaching to the sea) </li></ul>

NEW SITUATION <ul><li>Transport infrastructure to connect Tonkin region as the northern key economic one has been formed clearly. </li></ul><ul><li>Toward the sea (conversely): Hai Phong = crossing point of the Two Economic Corridor = opening door of a big booming development region (Southwest China + the northern key economic region) </li></ul><ul><li>Marine thinking: ownership, presence, expressed through newly established development orientation: marine ownership right, developing shipbuilding and ocean navigation, marine tourism, international cooperation to settle disputes, marine exploration and exploitation . </li></ul>

STRATEGIC ORENTATION <ul><li>Growth model which has been being applied, &quot;took full advantage of&quot; land capability. </li></ul><ul><li>  Quick sustainable development: under the open – integration policies: the largest thoroughfare is seaport, enormous space is the sea, the most abundant and high-quality potentials are the sea. </li></ul><ul><li>Creating breakthrough development &quot;heading face&quot; + liberalization ( beyond institutions ) is formula of success (the story of going after but getting ahead: what does Shenzhen say? What does the story of running competition between Turtle and Rabbit imply ? / / Capacity and playing rules - institutions) </li></ul><ul><li>But what feasible conditions are in need? </li></ul>

NECESSARY CONDITIONS <ul><li>Necessary conditions: ensuring for an open market economy can operate as usual (minimum terms but Vietnam is in shortage of : 5 “normal” developing hold-up points: infrastructure structure; synchronous markets, human resources, enterprise forces, the Government . </li></ul><ul><li>Sufficient conditions is to ensure to get ahead of previous ones ( taking advantage of later country= ahead capacity): the most important element: institution  getting ahead of institutions and technology (which model should we follow // what? where? The pioneer country or leading one?, from which forces? - TNCs) </li></ul>

MARINE STRATEGIC ORENTATION <ul><li>Reaching to the large ocean with status of marine powerful country (having ownership and ability): must have big ships and strong enterprises. </li></ul><ul><li> Shipbuilding industry and marine transport ( seaport and navigation) need to be powerful; “ front” economy – marine urban + tourism (coast, sea, island) – must be developed </li></ul>

LOCATING HAI PHONG’S COORDINATE <ul><li>Hai Phong’s strengths: </li></ul><ul><li>- Strategic position: interfere, converging point of developing lines with open status, the association center between the region and the world ( central seaport) </li></ul><ul><li>Great tourism potential (access exactly regional tourism resources? // Ha Long- Cat Ba Heaven project of Mr. Bui Xuan Hai) </li></ul><ul><li>Spirit of breakthrough development </li></ul><ul><li> Hai Phong is adequate of “ favorable nature, convenient position, good human resource ” to be a leader in marine economic development. It is only in need of vision, strategy, determination. </li></ul>

HAI PHONG’S TIME AND OPPORTUNITIES <ul><li>The booming development of the Southwest China- spreading direction toward the two corridors, one economic belt. </li></ul><ul><li>The Northern key economic region has changed sharply. </li></ul><ul><li>The globalization tourism era and absolute attraction of Ha Long- Cat Ba space and sea ( note: there are some risks less-developed tourism). </li></ul><ul><li>Ability forces to conquer the sea = globalization complex strength + intellectual economy. </li></ul><ul><li>It is only in shortage of large visions, good polices and high-quality human resource. </li></ul>

SOLUTIONS <ul><li>Development strategy : Urban - Seaport – Tourism </li></ul><ul><li>Way to access development methods: getting ahead </li></ul><ul><li>+ Getting ahead of stature ( the leading marine urban in term of scale); </li></ul><ul><li>+ Getting ahead of knowledge (modern urban) </li></ul><ul><li>+ Leading to regional association </li></ul><ul><li>+ Getting ahead of institution : Seaport special urban area. </li></ul>
