ISTANBUL CHAMBER OF COMMERCE <ul><li>Importance of Vocational Education and Training in World </li></ul><ul><li>All countries need to invest in human resources who will work in and keep alive finance, service and information sector s . </li></ul><ul><li>Necessity for human resources compatible with the technological developments in service and production areas as well as equipped with professional and technical knowledge and skills is increasing in all countries . </li></ul><ul><li>In this sense, technical vocational education and training has critical importance in terms of accelerating development, increasing employment and raising the competitiveness of all countries. </li></ul>

ISTANBUL CHAMBER OF COMMERCE <ul><li>The Situation of General Education and Vocational and Technical Education in Turkey </li></ul><ul><li>According to 2011 Adress based Census results, Turkey’s population is 73,7 million. 0-14 age group constitutes 30 percent, 15-64 age group constitutes 64 percent of the population. 6 percent constitutes over 65 age group. </li></ul><ul><li>Within this scope, net enrollment ratio in primary education is % 98,6. According to the OECD education report of 2011, the OECD average is the same rate. </li></ul>
  4. 4. ISTANBUL CHAMBER OF COMMERCE <ul><li>Turkish is the education language in all education levels. However, foreign language training is taught to students in most of the educational institutions as well since the beginning of primary education till the end of higher education. </li></ul><ul><li>Furthermore, according to the 2010-2011 Ministry of Education statistics, number of students going to vocational high school constitutes 44 percent of all secondary education. </li></ul><ul><li>Vocational education in Turkey has been structured in secondary, pre-license and bachelor's degree level. Besides, it is given in formal and informal education institutions. </li></ul>

  6. 6. ISTANBUL CHAMBER OF COMMERCE <ul><li>Secondary education institutions towards formal vocational and technical education is composed of two categories. These are vocational high schools and technical high schools. </li></ul><ul><li>All fields of vocational high schools are open to anyone who completed basic education. On the other hand, the Technical High Schools grant students who successfully complete their first year in Vocational High Schools. </li></ul><ul><li>Number of Vocational and Technical secondary schools is around 4500 in current academic year in Turkey. </li></ul>

ISTANBUL CHAMBER OF COMMERCE <ul><li>These schools are composed of 60 different types such as industrial vocational schools, trade vocational schools, girls’ vocational school and religious high schools. </li></ul><ul><li>While number of technical high schools rank first with 43 percent amongst all vocational and technical secondary schools, vocational trade schools rank second with 25,3 percent. </li></ul><ul><li>Vocational-Technical Higher Education is carried out through vocational colleges for two years and professional and technical training schools for four years. </li></ul>

ISTANBUL CHAMBER OF COMMERCE <ul><li>Training qualified intermediary workers is aimed at vocational schools in need of industry and business. </li></ul><ul><li>Finally, vocational and technical education schools give training to meet the teacher need of vocational and technical secondary education. </li></ul>

ISTANBUL CHAMBER OF COMMERCE <ul><li>Some Important Statistics Regarding Vocational Education in OECD </li></ul><ul><li>Rates of introduction to vocational higher education among OECD countries remained constant in all Europe except Spain and Turkey between 1995 and 2009. These two countries experienced an increase of 20 percent. </li></ul><ul><li>Another significant statistics is about allocating time for foreign language training. Turkey, Germany, Estonia, Greece, Israel, Italy, Slovakia, Slovenia and Spain allocate 10 percent or more of all their period of study to the foreign language training. </li></ul>

ISTANBUL CHAMBER OF COMMERCE <ul><li>The Roles of Chambers in Vocational Education </li></ul><ul><li>Establishing universities, colleges, vocational and technical educational institutions to ensure qualified workforce that industry needs and to participate to those which has been founded and to cooperate. </li></ul><ul><li>Making job descriptions in cooperation with relevant organizations, preparing instructional programs that appropriate such job descriptions and promoting their implementation. </li></ul><ul><li>Guiding practices to ensure consistent implementation of apprenticeship and vocational training services continued by Chambers and if required ensuring the establishment of a vocational training center for this purpose. </li></ul>

ISTANBUL CHAMBER OF COMMERCE <ul><li>The I COC: O ne of the Largest NGO’s of Turkey </li></ul><ul><li>Istanbul Chamber of Commerce , being a semi-governmental and non profit organization is founded in 1882. </li></ul><ul><li>Having 350,000 active members, the ICOC is also among the world’s five largest Chambers of Commerce. </li></ul><ul><li>Members of ICOC represent 1/4 of all companies established in Turkey, contribute 43% of all tax allocation, generate 22% of GNP and realize almost half of Turkey’s exports. </li></ul>

ISTANBUL CHAMBER OF COMMERCE <ul><li>Istanbul Special Provincial Administration Vocational Training Course Project (OZ I MEK) </li></ul><ul><li>O Z I MEK is a continuous national project aiming to educate a “qualified labor force” according to the needs of private sector. </li></ul><ul><li>This project was launched by a protocol signed by ICOC, the Ministry of Turkish National Education and Istanbul Special Provincial Administration on 6 June 2007. OZ I MEK courses were further strengthened with the participation of the Turkish Employment Organisation (TEO) in the protocol on 11 March 2008. </li></ul>EDUCATION AND VOCATIONAL TRAINING ACTIVITIES

ISTANBUL CHAMBER OF COMMERCE <ul><li>T he project had initially targeted 500 trainees in 44 </li></ul><ul><li>branches at 25 schools , </li></ul><ul><li>As of December 2011, the project reached 30 , 597 trainees . </li></ul><ul><li>28.285 trainee graduated in 126 branches at 85 schools . </li></ul><ul><li>Amongst those , 2 3 % found new jobs. 1 4 % found better </li></ul><ul><li>jobs and 3 8 % has been promoted to better status or </li></ul><ul><li>salary. </li></ul>EDUCATION PROJECTS

ISTANBUL CHAMBER OF COMMERCE <ul><li>Human Resources Market </li></ul><ul><li>ICOC has opened a website under the project activities, “ Human Resources Market ” , to provide a common platform for OZIMEK graduates with certificates and industry representatives; to facilitate employment for trainees and to provide quick and easy access to qualified personnel for the industry. </li></ul><ul><li>Number of registered members of “Human Resources Market” is over 8 thousand. </li></ul><ul><li>Finally, this project is extremely important in terms of its scope and content, and is already being hailed as one of the most remarkable projects in Turkey. </li></ul><ul><li>www.ikb-ito.org.tr </li></ul>EDUCATION PROJECTS

ISTANBUL CHAMBER OF COMMERCE <ul><li>Istanbul Commerce University </li></ul><ul><li>Established by the ‘Istanbul Chamber of Commerce Educational and Social Services Foundation’ in accordance with Law 2547 on Higher Education and Foundation Institutions of Higher Education in 2001. </li></ul><ul><li>As of 2012, Istanbul Commerce University has 5000 students, 5 faculties, 1 English preparatory school, 1 vocational school of higher education, 3 institutes, 3 centers and 170 instructors. </li></ul>EDUCATION AND VOCATIONAL TRAINING ACTIVITIES Training Programs and Educational Institutions

ISTANBUL CHAMBER OF COMMERCE <ul><li>Every year, approximately 150 university students from different universities of Turkey and 50 students from Istanbul Commerce University have the opportunity to serve as interns at our institution. </li></ul><ul><li>Every year, students from foreign countries serve as interns at our Chamber as part of the international internship exchange program (AISEC). </li></ul>EDUCATION AND VOCATIONAL TRAINING ACTIVITIES Scholarships and Internship Opportunities with our Chamber

ISTANBUL CHAMBER OF COMMERCE <ul><li>Every year scholarships are regularly given to 120 graduate students and 1000 students studying for their bachelor degree at state universities in Istanbul, as well as to 100 PhD students studying at institutions of higher learning in Turkey or abroad. </li></ul><ul><li>Additional 100 scholarships are given to non-Turkish students who are studying in Istanbul under the care and direction of the Istanbul Governor's Turkish World and Kinship Society Coordinators Office. </li></ul><ul><li>A total of 22,062 students have received scholarships in the student scholarship program since 1952. </li></ul>EDUCATION AND VOCATIONAL TRAINING ACTIVITIES Scholarships and Internship Opportunities with our Chamber

ISTANBUL CHAMBER OF COMMERCE <ul><li>ITOTEST Press And Publication Personnel Certification Center Project </li></ul><ul><li>ITOTEST is an EU funded Project prepared in order to enhance activities of our Chamber towards vocational standarts. The proposal was accepted by the Central Finance Contract Unit (CFCU) and the Project came into effect in April 2011 and will continue for 24 months . </li></ul><ul><li>The special target of the action is to establish a press and publication certification center to carry out examination and certification, which is accredited by Vocational Qualification Authority (MYK) and Turkish Accrediting Agency (TURKAK) based on national proficiencies, in order to contribute to meet the need for qualified employees in press and publication sector. </li></ul>
