Licht aan het eind van de tunnel
Hoe kunnen we omschakelen ?

Voor ons gevoel lijkt
de Coronacrisis over
het hoogtepunt heen
omdat we met vacci-
neren zijn begonnen.
Terwijl ons dagelijks
leven zich nog in een
crisis bevindt, begin-
nen we toch alweer
in scenario’s na te
denken over een toe-
komst.
We horen regelmatig
dat mensen uitkijken
naar het einde van
de tunnel. Je hoort
dat ze verwachten,
dat aan het einde van
de tunnel de wereld
er hetzelfde uitziet.
Maar we vergeten dat
de tunnel uitkomt in
een ander dal, zoals
dat meestal is met
tunnels…

2. Licht aan het eind van
de tunnel,
Hoe kunnen we omschakelen?

We bevinden ons in een lastige situatie.
Sommige branches draaien op volle toeren
door alsof er geen crisis aan de gang is, zo-
als de bouw, de zorg of de politie. Sommige
zijn volledig tot stilstand gekomen zoals ho-
reca, winkels of kappers. Maar veruit de
meeste organisaties staan met kunst en
vliegwerk in een soort tussenstand met veel
thuiswerken en een uitgeklede bezetting op
locatie. Dat geldt voor het onderwijs, open-
baarvervoer, maar ook voor grote techni-
sche bedrijven en voor de ambtenarij.
Voor ons gevoel lijkt de Coronacrisis over
het hoogtepunt heen omdat we met vaccine-
ren zijn begonnen. Terwijl ons dagelijks le-
ven nog in een crisis is beginnen we toch
alweer in scenario’s na te denken over een
toekomst.
Dat geeft een vreemde spanning in organi-
saties. De medewerkers en de organisatie
staan noodgedwongen in een overlevings-
stand, en er lijkt geen einde aan te komen.
Iedereen ontwikkelt ook privé een overle-
vingsstrategie; die varieert van terugtrekken
en isoleren tot opstandigheid en ontken-
ning. Het resulteert misschien in een terug-
trekken van de verbondenheid met de orga-
nisatie, en het wordt direct zichtbaar als een
kloof binnen teams, die tot nu toe homo-
geen waren.
En waar zijn de processen gebleven, hebben
we die losgelaten? Dat zou enorme risico’s
geven wanneer alles onverwacht op gang
komt. Aanpassen? Of toch vasthouden aan
oude zekerheden, want
die waren er niet zonder
reden.
Crisis = Kans
Door een onvoorspelbare en externe oorzaak
zijn ineens de spelregels van ons dagelijks le-
ven veranderd. Allerlei zekerheden, voorspellin-
gen en plannen staan ineens op losse schroe-
ven. In onze complexe maatschappij is alles
verbonden. Internationale transporten van on-
derdelen en grondstoffen, en verspreiding van
productielocaties. Afhankelijkheid van diensten
zoals banken, leasemaatschappijen, uitzendbu-
reaus en ook het uitbesteden van primaire func-
ties zoals HR en de bedrijfsarts. Door de com-
plexiteit is ook de kwetsbaarheid enorm toege-
nomen.
De vanzelfsprekende en ondergewaardeerde
werkzaamheden heten ineens “essentiële be-
roepen”. Het lijkt of we weer een nieuwe stabie-
le wereld moeten opbouwen, maar is dat ge-
woon doorgaan waar we gebleven zijn? Welke
branches voegen echt waarde toe, en welke
branches liften mee op de toegevoegde waarde
van andere branches en pikken graantjes mee?
Je zou zeggen: een brood blijft een brood, en
een laptop blijft een laptop. Maar een laptop
heeft ineens een andere betekenis want er wor-
den door scholieren andere eisen aan gesteld.
En misschien is door al het thuisbakken ook het
“brood” anders geworden, zouden de warme
bakkers weer de supermarkt verslaan?
De Coronaperiode heeft iedereen flink door el-
kaar geschud. De figuur laat het idee van de
chaostheorie zien; wanneer er een nieuwe sta-
biele situatie ontstaat, zal die volledig onvoor-
spelbaar zijn.

3. Gedrag van de keten
Onze werkzaamheden zijn steeds meer gespe-
cialiseerd. Daarmee is de samenleving veel
kwetsbaarder geworden. Scheepsbouwers be-
steden engineering uit aan Oost-Europese part-
ners. Robuuste MKB bedrijven zijn afhankelijk
van ICT en van financiële constructies, en soms
van aanlevering uit het verre oosten. Zelfs een
huisarts moet aan eisen van de verzekeraar vol-
doen en dus deel uitmaken van een huisartsen-
praktijk met allerlei medewerkers. Een onderwij-
zer is ook de autonomie kwijtgeraakt en wordt
aangestuurd door leerplannen, volgsystemen en
allerlei ondersteuners. Het vaste personeelsbe-
stand is minimaal, aangevuld met ZZP’ers en
uitzendconstructies. Weet je nog hoe moeilijk
het was om mondkapjes in Nederland te produ-
ceren?
Natuurlijk hebben sommige branches de wind
mee, en is er nauwelijks aanpassing nodig. Ook
zijn er kansloze branches, die zichzelf geheel
opnieuw moeten uitvinden. Maar toch zullen de
meeste processen weer van de grond af op-
nieuw worden bekeken om zich aan te passen
aan de veranderingen die deze crisis met zich
mee brengt.
Robuustheid en flexibiliteit zijn onderge-
sneeuwd, juist nu die nodig zijn om de huidige
crisis het hoofd te bieden. We moeten een be-
roep doen op loyaliteit van medewerkers die
meedenken en tijdelijk een extra inspanning le-
veren om de nieuwe situatie te zoeken, juist op
het moment dat de medewerkers zelf in verwar-
ring zijn. Nieuwe ketens en nieuwe schakels in
de keten zijn nodig om weer op te starten. Mis-
schien neemt een grote speler in jouw keten ini-
tiatief, en moet je snel aansluiten. Of moet je
zelf dat initiatief nemen?
Gedrag van klanten
Iedere organisatie voorzag in een behoefte van
een klant toen de crisis over ons heen kwam en
we samen de tunnel inreden. De Lean metho-
diek heeft ons altijd geleerd om voortdurend de
stem van de eindklant in beeld te houden. (De
value stream map is bedoeld om dit in beeld te
brengen voordat we inzoomen op knelpunten.)
Maar in de praktijk is dit vaak verkort tot de stem
van de afnemer in de keten, soms zelfs nog kor-
ter tot de stem van de volgende processtap - dat
noemen we ook wel de interne klant. Lean wordt
dan vooral gericht op kostenreductie en dwaalt
af van de basisprincipes. Dat werkt prima zo-
lang de keten stabiel is, maar niet in een chaos
zoals nu het geval is.
Als speler in een keten van toegevoegde waar-
de had iedereen een rol, die gebaseerd was op
een specifieke competentie en waarde toevoe-
ging. Plotseling gaan bestaande klanten door
een reset heen; het zal aanpassing van de com-
petenties vragen om aan de nieuwe eisen te
kunnen voldoen. Maar tegelijkertijd zijn er mis-
schien nieuwe klanten die de bestaande compe-
tenties kunnen gebruiken. Moet je nu de aan-
dacht richten op nieuwe klanten voor het oude
proces? Of moet je met volledige inzet je pro-
cessen aanpassen en de bestaande klanten vol-
gen in hun zoektochten?
Het ontwikkelen van een strategie is lastig en
zal bovendien snel moeten gebeuren. Er is
waarschijnlijk geen geld (en geen tijd) om dat
met een extern bureau uit te voeren. Maar waar-
om doen we het niet zelf met oude basistech-
nieken? Scenarioanalyse en Value Stream Map
bijvoorbeeld. Volg je de oude klant met een
nieuw proces of sta je klaar voor de nieuwe
klant met het oude proces?
Gedrag van medewerkers
Ook de medewerkers zijn ineens teruggeworpen
op hun basis. De vaste baan is ineens een ze-
kerheid geworden in plaats van een dynamische
omgeving om je te ontplooien. Deze medewer-
kers willen zo snel mogelijk verder gaan waar ze
gebleven waren. Andere medewerkers hebben
tijdens de crisis kunnen nadenken over hun toe-
komst en hebben levensbepalende keuzes ge-
maakt. Zonder dat de werkgever het weet zijn
ze aan het solliciteren geslagen, of hebben ze
besloten meer tijd aan het gezin te besteden.
Misschien zelfs plannen gemaakt om voor zich-
zelf te beginnen? Maar in alle gevallen is de
werknemer minder betrokken bij de keuzes
waar het management zich over buigt. Hoe krijg
je de werknemers aan boord?
Sommigen kunnen je versteld doen staan door
hun energie en vindingrijkheid. Maar … wan-
neer het juist de leidinggevenden zijn die terug
naar het oude willen heb je een probleem. Dan
zullen de medewerkers, die het meest nodig zijn
ook als eerste gefrustreerd vertrekken. En de
leidinggevenden die nu gemist kunnen worden
als kiespijn zijn misschien onmisbaar voor de
periode ná de chaos om het nieuwe stabiliseren
vorm te geven. Het is toch beter om niet meteen
afscheid te nemen.

Misschien heb je HR volledig uitbesteed aan
een professioneel bureau. Maar zou dit niet een
moment zijn om zelf opnieuw kennis te maken
met alle medewerkers? En vooral om met alle
leidinggevenden in gesprek te gaan. De vragen
zijn ineens heel anders, want nu is het een her-
nieuwde kennismaking, in de stilte voor de
storm die samenvalt met het naderen van het
einde van de tunnel.
Bottom up aanpak ?
We zullen niet plotseling geheel de tunnel uitrij-
den. Het zal een geleidelijke overgang zijn van
twijfel en aanpassing. Bovendien is het niet de
tijd om flinke investeringen te doen en grote risi-
co’s te nemen; de buitenwereld is daar voorlopig
te onzeker voor. Dit is een situatie waarin juist
een “Lean” aanpak zou kunnen helpen. Maar
zelfs de Lean methode moet weer terug naar de
wortels. Ik vertel het in karikatuurvorm ter illu-
stratie.
In de tweede wereldoorlog heeft met name de
Verenigde Staten zijn wapenindustrie heel snel
totaal veranderd en versneld. Er was geen tijd.
Er was geen geld. En de meeste werknemers
werden opgeroepen voor militaire dienst. Huis-
vrouwen namen de plaatsen in. Er is maar wei-
nig bekend gebleven van de methoden die toen
werden toegepast; het was direct en directief. Er
was ook geen tijd en geld voor training en in-
structie. Alles was gericht op het duidelijke eind-
doel. Er was een primaire vorm van Lean ont-
wikkeld. Fouten maken mocht maar de kwaliteit
stond niet ter discussie.
Wist U dat de meeste kwaliteitszorgtechnieken
die we nu nog kennen toen zijn doorgevoerd?
En dat deze technieken militair geheim waren?
Toen de oorlog was afgelopen is overal met
Marshall hulp de economie weer op gang ge-
bracht. Dat lijkt een beetje op de financiële
steun die we nu zien. In het kielzog van deze
hulp liepen de consultants van de oorlogsindu-
strie mee; Deming en Juran zijn misschien het
meest bekend geworden. In Japan is deze ken-
nis bij onder andere Toyota volwassen gewor-
den als “Lean Management”. De Amerikaanse
militairen kwamen weer thuis en namen hun
plaats in de industrie weer in. Het primitieve
Lean werd weer afgeschaft, maar leefde in Ja-
pan verder. De rest is geschiedenis.
Zou dit een inspiratie kunnen zijn? In kleine
groepjes de focus veranderen, van “doen wat
gevraagd wordt” naar “doen wat nodig is”.
Op basis van een kerngedachte van Lean: het
creëren van flow voor de klant.
We horen regelmatig dat mensen uitkijken

How can we change-over?

We are in a difficult situation. Some indus-
tries are running at full speed as if no crisis
is underway, such as construction,
healthcare or the police. Some have come to
a complete standstill, such as catering,
shops or hairdressers. But the vast majority
of organizations are in a sort of intermediate
position with desperate creativity, with a lot
of working from home and with a minimized
staff on location. This applies to education,
to public transport, but also to large tech-
nical companies and the civil service.
In our perception, the Covid 19 crisis seems
to have ended since we started vaccina-
tions. While our daily life is still in a crisis,
we are already starting to think about future
scenarios.
That creates a strange tension in organiza-
tions. The employees and the organization
are forced into a state of survival, and there
seems to be no end to it. Everyone also de-
velops a survival strategy privately; it rang-
es from drawing back and isolation to rebel-
lion and denial. It may result in a withdrawal
of affiliation with the organization, and it im-
mediately becomes visible as a gap within
teams, that were unite before.
And where have the processes gone, did we
let them go? That would pose enormous
risks if work would start up unexpectedly.
Do we adjust? Or do we at least stick to old
certainties, because they were there with
good reasons.
Crisis = Opportunity
Due to an unpredictable and external cause,
the rules of our daily life have disrupted. All
kinds of certainties, predictions and plans are
suddenly let loose. In our complex society eve-
rything is connected. International transport of
parts and raw materials, and spread of produc-
tion locations. Dependence on services such as
banks, lease companies, employment agencies
and also the outsourcing of primary functions
such as HR and the company doctor. Due to
the complexity, vulnerability has also increased
enormously.
The self-evident and underappreciated activities
are suddenly called “essential professions”. It
seems that we have to rebuild a new stable
world, but does that mean just continuing where
we left off? Which branches really add value,
and which branches take advantage of the add-
ed value of other branches and claim a share?
You could say: a loaf of bread remains a loaf of
bread, and a laptop remains a laptop. But a lap-
top suddenly has a different meaning because
schoolchildren have different requirements
when using their parents equipment. And per-
haps, because of all the home baking, the
“bread” has also changed, would the artisan
bakers beat the supermarket again?
The Corona period shook everyone up a notch.
The figure shows the idea of chaos theory;
when a new stable situation arises, it will be a
completely unpredictable one.

7. Behavior of the Chain
Our activities are increasingly specialized. This
has made society much more vulnerable. Ship-
builders outsource engineering to Eastern Euro-
pean partners. Robust SMEs depend on ICT
and financial constructions, and sometimes on
supplies from the Far East. Even a general
practitioner must meet the requirements of the
insurer and therefore must be part of a general
medical practice with all kinds of employees. Al-
so a teacher has lost autonomy and is driven by
curricula, tracking systems and all kinds of sup-
port-staff. The permanent workforce is minimal,
supplemented with freelancers and temporary
employment structures. Do you remember how
difficult it was to produce face masks in the
Netherlands?
Of course, some industries have the tailwind
and hardly any adjustment is required. There
are also hopeless sectors that have to reinvent
themselves completely. Yet most processes will
be rethought from the basis and adapt to the
changes brought about by this crisis.
Robustness and flexibility have been over-
looked, especially now that they are needed to
deal with the current crisis. We must appeal to
the loyalty of employees who think along and we
must temporarily make an extra effort to search
for the new situation. Especially when the em-
ployees themselves are confused. New chains
and new links in the chain are needed to start
up again. Perhaps a major player in your chain
is taking the initiative and you need to connect
quickly. Or do you have to take the lead your-
self?
Behavior of Customers
Every organization met a specific customer's
need when the crisis took us by surprise and
when we entered the tunnel together. The Lean
method has always taught us to constantly mon-
itor the voice of the end customer. (The value
stream map is intended to visualize this before
we zoom in on bottlenecks.) But in practice this
is often shortened to the voice of the customer
in the chain, sometimes even shortened to the
voice of the next process step - we also call this
the internal customer. Lean is then mainly fo-
cused on cost reduction and alienates from the
basic principles. That works fine as long as the
chain is stable, but not in chaos-state as is the
case now.
As a player in a value-added chain, everyone
had a role based on a specific competence and
added value. All of a sudden, existing customers
go through a reset; it will require adaptation of
the competences in order to be able to meet the
new requirements. But at the same time there
may be new customers who can use the exist-
ing competencies. Should you now focus on
new customers for the old process? Or do you
have to adapt your processes with full commit-
ment and follow existing customers in their
quests?
Developing a strategy is difficult and will also
have to be done quickly. There is probably no
money (and no time) to do that with support of
an external agency. But why don't we do it our-
selves with old basic techniques? Scenario
analysis and Value Stream Map for instance.
Are you following the old customer with a new
process, or are you ready for the new customer
with the old process?
Behavior of Employees
The employees are also suddenly thrown back
to their base. The permanent job has suddenly
become a solid certainty instead of a dynamic
environment in which to develop. These employ-
ees want to pick up where they left off as quickly
as possible. During the crisis, other employees
were able to think about their future and made
life-determining choices. Without the employer
knowing, they started applying for another job or
decided to spend more time with the family.
Maybe even made plans to start their own busi-
ness? But in all cases, the employee is less in-
volved in the choices that management is con-
cerned with. How do you keep the employees
on board?
Some may surprise you with their energy and
resourcefulness. But… if it are precisely the
managers who want to go back to the old days,
you have a problem. Then the employees who
are most needed will also be the first to leave
frustrated. And the leaders who can now be
missed as a toothache are perhaps indispensa-
ble for the period after the chaos to shape the
new stabilization. It is better not to say goodbye
immediately.

8. Perhaps you have completely outsourced HR to
a professional agency. But wouldn't this be a
moment to re-meet with all the employees your-
self? And especially to enter into dialogue with
all managers. The questions are suddenly very
different, because now it is a renewed acquaint-
ance, in the calm before the storm that coin-
cides with the approaching the end of the tun-
nel.
Bottom up approach ?
We will not suddenly drive all the way out of the
tunnel. It will be a gradual transition with doubts
and adjustments. Moreover, it is not the time to
make significant investments and take big risks;
the outside world is too uncertain for the time
being. This is a situation where a “Lean” ap-
proach could help. But even the Lean method
has to go back to its roots. I will tell it in carica-
ture form for illustration.
In the Second World War, the United States in
particular completely changed and accelerated
its arms industry very quickly. There was no
time. There was no money. And most of the
workers were drafted into military service.
Housewives took the places. Little is known of
the methods then employed; it was direct and
directive. There was also no time and money for
training and instruction. Everything was aimed
at the clear end goal. A primary form of Lean
had been developed. Making mistakes was al-
lowed, but the required quality was not in ques-
tion.
Did you know that most of the quality assurance
techniques that we still know today were imple-
mented at that time? And that these techniques
were military secret during the war?
When the war ended, the economy was restart-
ed everywhere with so called Marshall funds.
That is a bit like the financial support we are
seeing nowadays for the Covid crisis. In the
wake of this support, the consultants of the war
industry followed; Deming and Juran are per-
haps the most famous. The American military
returned home and took up their places in the
industry. The primitive Lean was abolished
again, but lived on in Japan. In Japan, this
knowledge has matured among others at Toyota
as “Lean Management”. The rest is history.
Could this be an inspiration? Change the focus
in small groups, from “doing what is asked” to
“doing what is necessary”.
