  • Unintended Consequences: Urban Planning and the Law\nVisaPaywave was created in hopes of establishing a contact-less fare system by 2014 (Kabak 2010). Some issues that NYC has evaluated in regard to this application are: maintenance of online registration system that serves millions of people each day, options for riders who do not have credit cards or who do not want to give credit card information to the city and whether the new technology will be obsolete by the time it is finally implemented (Kabak 2010). Similarly, urban planning, as a discipline, was an aspect that raised several questions in regard to the implementation of EZ-Fare. For example, we must examine the issue of how this technology would be implemented in current transportation systems (Macket 1999; Maccuben 2008). \nClearly, it is easier to install new technology in order to take this new way of traveling into account when building a new station, but it may be difficult for cities to modify their systems in order for EZ-Fare to work. It may also be difficult to obtain subsidies to finance implementation of EZ-Fare (Pucher 1983). However, author Benjamin Kabak indicates that local governments may be interested in implementing our app for several reasons: it will be easier to collect fares and will make payment between agencies more efficient (Kabak 2010). We would need to look at the constraints of previous technologies and their implementation, examine issues particular to transportation systems, and analyze the workings of the decision-making process of metro-rail and public transportation planning.\nWhile urban planning raises several questions with regard to the implementation and practicality of EZ-Fare, \n
