  2. 2. Page 2 Abstract: • Nuclear Power Plants are faced with many new challenges in a deregulated energy market. To stay competitive, expenses must be reduced while maintaining safety and stakeholder confidence. To enhance competitiveness, the decision making process must consider the impact of every decision on economics, safety, and stakeholders.
  3. 3. Page 3 Introduction • Relative to coal fired and natural gas fired power plants, nuclear power plants are more expensive to build but less expensive to run. This annex describes advanced construction methods to reduce nuclear power’s construction costs, mainly by shortening the time needed to build a plant. • Each of the methods described below has been used in one or more of the projects.
