POST TITLE: Asset Management Planner

PRIME OBJECTIVES OF THE POST:
Responsible to the Team Leader – AMP Programme Management, for providing an
efficient, effective and economic service involving the development of the Asset
Management Plan (AMP), property review and rationalisation process and programme
management of the outputs.
Liaison with Council services to determine future trends and property needs ensuring
that the Council’s Corporate Property Priorities and Objectives are met whilst delivering
a timely, policy led, financially disciplined and customer focused service.
To embrace and manage change in all aspects of the work.
None directly but will at times oversee work delegated to wider team members and
assist, where required, in the training of staff and work placement students.
Responsible to the Team Leader – AMP Programme Management but the nature of the
post will require the holder to work with limited day to day supervision.
RANGE OF DECISION MAKING:
Decisions relating to the review of policy and recommending changes or initiating new
policy. Reviewing methods of work and recommending innovative solutions to ensure a
high quality customer focused service.
Makes complex and difficult decisions relating to a wide range of services such as Asset
Management Planning, Corporate Management, Facilities Management and Client
Liaison issues. Advises Group Directors and Senior Managers about service delivery
and management responsibility for property.
RESPONSIBILITY FOR ASSETS:
Has certain determined responsibilities for Council land and property. Also has access
to confidential information and specialist equipment and responsibility for assessment,
negotiation and agreement of charges with customers where appropriate.
Group Directors, management and Officers throughout the Council and other Local
Authorities. Elected Members of the Council, members of public, consultants and
professionals, property owners and outside bodies and organisations.
RANGE OF DUTIES:
1 To deliver efficient, effective and customer focused services involving the
development of the Asset Management Plan (AMP), property review and
rationalisation process and programme management of the outputs. Liaison with
Council services to determine direction and property needs and to negotiate with
representatives from Council services.
2 To deliver services in accordance with Corporate Plans, Directorate Plans, Asset
Management Plan and appropriate service delivery plans within set Council
3 To carry out all work in the context and spirit of the Council’s Asset Management
Plan and future needs of Council services. To provide Asset Management and
property advice to Directorates and Services in relation to their Value for Money
4 To programme and project manage schemes and proposals within the AMP
process ensuring that all aspects of the projects are delivered within programme,
to budget and of high quality.
5 Liaison with Council service areas to determine future service property
requirements, advise on future property strategies and determine needs. To
develop project briefs reflecting requirements to inform the AMP and planning
6 To analyse and monitor key performance indicators (KPIs) of the Asset
Management Plan in accordance with Value for Money and other requirements.
7 To assist in the development of processes and procedures which enable the AMP
to be implemented.
8 To prepare briefs and contracts for the procurement of external property work
when required. Contract management of external work and undertaking
consultation to identify areas for service improvement.
9 To be innovative and entrepreneurial in terms of service delivery and anticipation
of future customer needs.
10 To actively pursue self development. To be self-aware and promote continuous
self-development. To embrace change.
11 To maintain a detailed working knowledge of Asset Management planning,
Corporate Management and Facilities Management.
12 To act as Project/Programme Manager on both property related and departmental
13 To prepare reports and recommendations relative to the work of the service.
Attendance at Council meetings as required.
14 To facilitate multi-disciplinary teams in performing tasks or delivering projects.
15 To represent the Section and Building Consultancy on working groups, at Council
meetings etc as and when required.

17 To undertake duties outside normal office hours when necessary.
