    2. 2. Setting the Scene <ul><li>Council income drop of 26% over next 4 yrs – so savings needed </li></ul><ul><li>Budget set for 2011/12 </li></ul><ul><li>Can’t spend money we don’t have </li></ul><ul><li>Adult Social Services ‘double whammy’ of increasing demand and less resources </li></ul>

Rising demand <ul><li>Up 10% in five years </li></ul><ul><li>One in three people over 85 receive support from the council </li></ul><ul><li>One in 10 people over 65 receive support from the council </li></ul><ul><li>Number of children with complex needs who are surviving into adulthood is increasing year on year </li></ul>
    4. 4. The challenge we face We spent £114m last year on Adult Social Services 15% savings over 3 years = £17.4m
    5. 5. So… <ul><li>Efficiency savings? Even if we had no Social Services staff, we would not achieve the target </li></ul><ul><li>Need to look at a balanced approach to achieving a sustainable position </li></ul>

Our Principles - Fairness and Need <ul><li>NEED </li></ul><ul><li>Safeguarding remains a priority </li></ul><ul><li>Supporting those at highest risk but not changing eligibility criteria </li></ul><ul><li>Promoting independence and reducing dependence – the right support for the right length of time </li></ul>

Our Principles - Fairness and Need <ul><li>FAIRNESS </li></ul><ul><li>Increased contributions – Barnet Council asks residents to contribute less for their support than most councils </li></ul><ul><li>Exploring with families where they are able to take on more responsibility </li></ul><ul><li>Partnership with providers to reduce costs and explore new models of support </li></ul>

Consultation Process <ul><li>Consultation on the budget for 2011/12 included: </li></ul><ul><li>Two statutory consultations – Fairer Contributions and Housing and Support for Older People. </li></ul><ul><li>Consultation with the voluntary sector. </li></ul><ul><li>6 Budget Conversations with service users – special Partnership Board meeting, Mental Health Users, Learning Disabilities Parliament, Carers Forum and two open meetings. </li></ul><ul><li>Information available on the Councils Website </li></ul><ul><li>Information in Barnet First </li></ul>

Budget proposals <ul><li>Prioritising resources for people with greatest needs. </li></ul><ul><ul><li>Reductions to preventative services – Supporting People, Voluntary sector </li></ul></ul><ul><ul><li>No longer providing certain types of support – reductions through reviews focusing on essential need and contributions of families and communities </li></ul></ul><ul><ul><li>Savings options deliver £17.4m savings over 3 years but </li></ul></ul><ul><ul><li>growing demand will increase costs by over £2.4m. </li></ul></ul><ul><ul><li>Options deliver net savings of approx £15m </li></ul></ul>

Moving forward <ul><li>Work is underway on preparing to deliver these budget reductions and plan for future years. </li></ul><ul><li>Working in partnership with service users, carers, providers, voluntary sector and other providers. </li></ul><ul><li>Working closely with Health to look at implications across health and social care. </li></ul><ul><li>Taking forward One Barnet Programme </li></ul>
