  11. 14. <ul><li>Send out RFQs or informal requests for expressions of interest in typical manner. </li></ul><ul><li>Prepare a detailed, project specific form of Agreement between Owner and Architect with more detail on deliverables and Architect’s responsibility for budget adherence. Architect to have own cost estimator with stipulated costing procedures and with appropriate attachments such as Program of Requirements, Property Survey and Geotechnical Report. </li></ul><ul><li>Before final interviews, set fee as flat dollar amount or fixed percentage to convert to flat dollar amount at approval of the Schematic Design. </li></ul><ul><li>Upon short listing of design firms, provide a copy of the Agreement to shortlisted firms and require written acceptance as a condition of interview. </li></ul>

  14. 21. 1 3 5 2 4 6 In most cases the Program Manager would have one or more people full time on site and should be the leader of regular meetings of all the key players. In addition to the thorough administration of the construction contract(s), the Program Manager continues to coordinate the services of the Architect, Engineers, other consultants and manage and coordinate other contracts for such items as for furnishings and commissioning not included in the construction contract(s). All RFIs and their responses should pass through the Program Manager. 5. Construction
