ABSTRACT
• This Aquatic Research and Experimental Breeding Center is a
special facility that shall provide the researchers, local farmers and
residents a pragmatic environment for studying the science of
breeding inland fish varieties for the purpose of harnessing the
aquatic natural resources of the locality.
• The project is envisioned to contribute in the food security and
economic growth of the province by means of improving the
harvest of locally cultivated freshwater fish through the introduction
of new variety of fingerlings resulted from experiments.

INTRODUCTION OF THE PROJECT
A. BACKGROUND OF THE PROJECT
• Food security is an on-going international challenge and takes
place when all people have physical and economic access to
ample, safe and nutritious food which meets their dietary needs and
food preferences for an active and healthy life.

• One way of achieving this is by strengthening research programs
that shall improve the agricultural sector, the country’s major
industry responsible in food production.
• The researcher found out one important aspect that shall be given
priority in the agricultural sector is the fishing industry.

B. RATIONALE OF THE PROJECT
• Experts concluded that years from now, there will not be enough
supply of fish for human consumption.
• In order to prevent this event from happening, the researcher is
proposing an Aquatic Research and Experimental Breeding Center
that will focus on freshwater fishes and the similar products.
• This will pave the way in increasing agricultural production in order
to contribute to food security that shall conserve and protect the
resources for long-term sustainability.

C. GOALS AND OBJECTIVES

A. Vision
• The projects envisions itself in opposing the declining agricultural
productivity, continuing increase in the prices of staple foods and
global climate change caused concern for food security for the
growing population in the country.
• It is a fact that the Philippines have been shifting into a
manufacturing-based economy but it remained an agricultural
country in spite of the declining share of the sector to the country's
national income.

B. Project Objective/s
• This Aquatic Research and Experimental Breeding Center aims to
contribute in the food security and economic growth of the region by
means of improving the harvest of locally cultivated freshwater fish
through the introduction of new variety of fingerlings resulted from
experiments in the breeding center.

C. Design Objective/s
• It is an objective of the project to produce new variety of fishes that
is easy to propagate and resistant to the effects of Global Warming
and Climate Change.

It will be done through the proposal of a facility that shall provide a
sound environment for teaching people the science of breeding
inland fish varieties for the purpose of harnessing the aquatic
natural resources of the locality.

• It aims to be recognized as one of the research center in the
Philippines with the best master plan for a more conducive working
environment for the researchers and other individuals involved.

It shall further uplift the guidelines in the design and construction of
institutional buildings in the country.

Regional Freshwater Fisheries Center in Bicol
The Regional Freshwater Fisheries Center has a total
land area of 34 hectares when it was acquired by the
Department of Agriculture-RFU No. 5 thru a MOA with
the Department of Agrarian Reform V. A total of 15. 4
hectares has been developed into different pond
system, concrete tanks, buildings, farm lots for
(orchard, vegetables and others) and other
infrastructures.
The remaining 18.6 hectares is composed mostly by
the lagoon which is filled with run off waters from the
rice fields and waste water from the RFFC fishponds.
This is dried up during Summer.

A. Evaluation of Similar Project
Regional Freshwater Fisheries Center in Bicol
The center is now the hub of freshwater aquaculture
technologies, and soon, also for the post-harvest
technologies in the Bicol Region. This is because the
project is now engaged mainly on the production of
tilapia fingerlings.
Turning over the post-harvest facilities and other
components by 2010 to the BFAR5, will make
Regional Freshwater Fisheries Center a one stop
shop for fish production and post-harvest
technologies. The Regional Freshwater Fisheries
Center will get involve in organic fish farming, vermicomposting and aquaponics.

Chinese Academy of Fishery Sciences
The Freshwater Fisheries Research Center (FFRC), Chinese Academy of
Fishery Sciences (CAFS) was established in 1978. Located in
Wuxi, Jiangsu, China, it is a comprehensive institution for fisheries research
and development encompassing science and research, teaching and
training, technology transfer and information exchanges in the renovation
systems of national agricultural sciences

B. Related Literature
The project is being undertaken in response to
Representative Estrellita ―Ging‖ B. Suansing’s bill that seeks
to establish an Aquatic Research and Experimental Breeding
Station for lake, river and other inland fishes in the First
District of the Province of Nueva Ecija. It is stated that the
passage of this bill holds a lot of promise not only for the first
district of Nueva Ecija, but also for the whole province and
the entire country as well.

• Despite the recent developments in the research on the potentials
of stem cells, there is still a lot to study and prove before the
majority accepts it as a medical breakthrough.
• The project is being pushed in order generate facts that shall
address the issues and concerns pertaining to the application of
stem cell technology through the establishment of a centralized
facility that shall provide a pragmatic environment in the study and
storage of stem cell in the Philippines in order to promulgate

A. BACKGROUND OF THE PROJECT

• Stem cell research has been called the “new frontier of medicine”
because of its potential to advance the understanding on the
biological processes that keep our bodies healthy.
• Knowledge gained through stem cell research is expected to
improve treatment for some of the incurable diseases such as heart
disease, cancer, kidney diseases, Parkinson’s, multiple
sclerosis,
lupus,
sickle
cell
disease, HIV/AIDS, osteoarthritis, rheumatoid arthritis and other
degenerative diseases.

B. RATIONALE OF THE PROJECT
• There is still a great deal to learn about stem cell science before
fully harnessing their potential and apply these treatments in the
clinic.

• With the increasing number of Filipinos suffering from terminal and
extreme diseases, finding medical breakthrough for their cure
should be prioritized.
• The establishment of a Stem Cell Research and Storage Center is
the first step towards addressing this concern.

A. Vision
• The Stem Cell Research and Storage Center envisions itself as the
leading institution that promulgates knowledge about the benefits of
stem cell to the researchers, medical doctors, and the public.
• It is intended to establish a mechanism for the dissemination and
utilization of research in stem cell and make sure that techniques
used in the research involving human cells are clearly consistent
with the standards of DOH, FDA and other concerned department.

Stem Cell Research Center in South Korea
The SCRC is a government-funded organization for supporting
stem cell research which was launched in 2002 and aims to
develop stem cell-mediated novel therapeutics for incurable
diseases. The SCRC acts as a funding agency with 52 projects
currently running and selected throughout South Korea.
Further to this, a national network entitled Korean Society for Stem
Cell Research has been constructed to aid facilitates stem cell
research throughout South Korea.

headquarters for the Eli and Edythe Broad
Center of Regeneration Medicine and Stem Cell
Research at UCSF. The program, which extends
across all UCSF campuses, is one of the largest
and most comprehensive of its kind in the
United States.

B. Related Literature
The project is being undertaken in response to Representative

research, they found out that number of Filipinos suffering from

medical breakthrough for their cure should be prioritized. In order to

• Drug abuse and alcohol addiction have been creating a negative
impact on an individual’s life since his very first
intake, rehabilitation is not easy.
• Treatment programs should be done effectively in a place that must
help the individual stop using drugs, maintain an alcohol-free
lifestyle, and achieve productive functioning in the family, at
work, and in society
• The project aims to provide a good environment in the
rehabilitation of drug and alcohol dependents in the region.

• Alcohol and drug abuse is our country’s most serious national
public health problem. It has been the cost of hundreds of
accidents, crimes and deaths each year.
• Alcohol and drug abuse is obviously a heavier burden among the
poor owing to the sheer lack of access to rehabilitation and
treatment centers.
• Treatment programs should be done effectively in a place that must
help the individual stop using drugs, maintain an alcohol-free
lifestyle, and achieve productive functioning in the family, at
work, and in society.

B. RATIONALE OF THE PROJECT
• While there are slowly emerging various privately owned and
operated alcohol and drug abuse and rehabilitation centers, they
are still scarce and are extremely costly.

• Private rehabilitation centers, while well-meaning and admittedly
seeks to serve humanitarian purposes, tend to be unreachable to
Filipinos owing to their almost prohibitively expensive fees.
• In Central Luzon, there are four DOH Accredited Treatment and
Rehabilitation Centers but these can no longer accommodate the
growing number of drug and alcohol dependents in the locality, thus
a Regional Rehabilitation Center is being proposed.

• To sustain the country’s present economic growth, the society must
protect the public health, safety and general welfare of its people
and it is found out that drug addiction and alcoholism are factors
that prevent an individual from being a productive and dynamic
workforce of the nation.

• The project hopes to become a center of transformation where
patients can expect to permanently stop their substance
dependency and learn to be productive citizens of the society.

C. Design Objective/s
• The primary objective of the project is to provide a good
environment in the rehabilitation of drug and alcohol dependents in
the region.
• It aims to be recognized as one of the rehabilitation center in the
Philippines with the best master plan for a more conducive working
environment for its staff and patients to facilitate easy treatment. It
shall further uplift the guidelines in the design and construction of
rehabilitation centers in the country.

McLean Center in Princeton, Massachusetts
The McLean Center at Fernside is a comprehensive residential alcohol
and drug treatment program located in the quaint town of
Princeton, Massachusetts, 50 miles west of Boston. The program offers
concurrent treatment for addiction and other psychiatric disorders, such
as depression and anxiety. It aims to help adults recover from
addiction, maintain abstinence, and gain the insight and skills needed for
a full recovery and a life free from drugs and alcohol.

TAHANAN
Quezon City Drug Treatment and Rehabilitation
Center
Tahanan is fully funded by the Quezon City
government through the Vice Mayor’s Office. It was
conceptualized by then Vice Mayor Vicente ―Tito‖
Sotto III – also a former chairman of the Dangerous
Drugs Board, which oversees the national
government’s anti-drug abuse program.
At Tahanan, residents go through a rigorous
treatment program anchored on the Therapeutic
Community (TC) approach

The project is being undertaken in response to
Representative Nancy A. Catamco’s bill that seeks to protect
the public health, safety and general welfare by mandating
the establishment of public alcohol and drug abuse
rehabilitation and treatment centers in all regions throughout
the country that will cater to the needs of Filipinos who are
victims of alcohol and drug abuse especially indigent ones.

ABSTRACT • This Aquatic Research and Experimental Breeding Center is a special facility that shall provide the researchers, local farmers and residents a pragmatic environment for studying the science of breeding inland fish varieties for the purpose of harnessing the aquatic natural resources of the locality. • The project is envisioned to contribute in the food security and economic growth of the province by means of improving the harvest of locally cultivated freshwater fish through the introduction of new variety of fingerlings resulted from experiments. BACKGROUND OF THE PROJECT • Food security is an on-going international challenge and takes place when all people have physical and economic access to ample, safe and nutritious food which meets their dietary needs and food preferences for an active and healthy life. • One way of achieving this is by strengthening research programs that shall improve the agricultural sector, the country’s major industry responsible in food production. • The researcher found out one important aspect that shall be given priority in the agricultural sector is the fishing industry. RATIONALE OF THE PROJECT • Experts concluded that years from now, there will not be enough supply of fish for human consumption. • In order to prevent this event from happening, the researcher is proposing an Aquatic Research and Experimental Breeding Center that will focus on freshwater fishes and the similar products. • This will pave the way in increasing agricultural production in order to contribute to food security that shall conserve and protect the resources for long-term sustainability. Evaluation of Similar Project Regional Freshwater Fisheries Center in Bicol The Regional Freshwater Fisheries Center has a total land area of 34 hectares when it was acquired by the Department of Agriculture-RFU No. 5 thru a MOA with the Department of Agrarian Reform V. A total of 15. 4 hectares has been developed into different pond system, concrete tanks, buildings, farm lots for (orchard, vegetables and others) and other infrastructures. The remaining 18.6 hectares is composed mostly by the lagoon which is filled with run off waters from the rice fields and waste water from the RFFC fishponds. This is dried up during Summer. Evaluation of Similar Project Regional Freshwater Fisheries Center in Bicol The center is now the hub of freshwater aquaculture technologies, and soon, also for the post-harvest technologies in the Bicol Region. This is because the project is now engaged mainly on the production of tilapia fingerlings. Turning over the post-harvest facilities and other components by 2010 to the BFAR5, will make Regional Freshwater Fisheries Center a one stop shop for fish production and post-harvest technologies.   • 43. INTRODUCTION OF THE PROJECT A. BACKGROUND OF THE PROJECT • Alcohol and drug abuse is our country’s most serious national public health problem. It has been the cost of hundreds of accidents, crimes and deaths each year. • Alcohol and drug abuse is obviously a heavier burden among the poor owing to the sheer lack of access to rehabilitation and treatment centers. • Treatment programs should be done effectively in a place that must help the individual stop using drugs, maintain an alcohol-free lifestyle, and achieve productive functioning in the family, at work, and in society. RATIONALE OF THE PROJECT • While there are slowly emerging various privately owned and operated alcohol and drug abuse and rehabilitation centers, they are still scarce and are extremely costly. • Private rehabilitation centers, while well-meaning and admittedly seeks to serve humanitarian purposes, tend to be unreachable to Filipinos owing to their almost prohibitively expensive fees. • In Central Luzon, there are four DOH Accredited Treatment and Rehabilitation Centers but these can no longer accommodate the growing number of drug and alcohol dependents in the locality, thus a Regional Rehabilitation Center is being proposed. Vision • The Central Luzon Drug Abuse and Alcoholism Rehabilitation Center envisions itself as one of the leading addiction treatment facility in the country. • The center shall administer to the patients’ needs physically and psychologically in order to facilitate guaranteed remedy. • It also is committed to raise awareness on the importance of having a drug and alcohol free nation. Evaluation of Similar Project McLean Center in Princeton, Massachusetts The McLean Center at Fernside is a comprehensive residential alcohol and drug treatment program located in the quaint town of Princeton, Massachusetts, 50 miles west of Boston. The program offers concurrent treatment for addiction and other psychiatric disorders, such as depression and anxiety. It aims to help adults recover from addiction, maintain abstinence, and gain the insight and skills needed for a full recovery and a life free from drugs and alcohol. Evaluation of Similar Project TAHANAN Quezon City Drug Treatment and Rehabilitation Center Tahanan is fully funded by the Quezon City government through the Vice Mayor’s Office. It was conceptualized by then Vice Mayor Vicente ―Tito‖ Sotto III – also a former chairman of the Dangerous Drugs Board, which oversees the national government’s anti-drug abuse program.
