Cooperative Development Program of The Local Government Unit of Mangaldan, Pangasinan Cooperatives management was never left out in the programs of the municipal government of Mangaldan for the past seventeen (17) years. The Municipal Cooperatives Office was institutionalized in 1995 when the local government unit created the office as one of the departments with its personnel complement and necessary Maintenance and Other Operating expenses. For the past 17 years, the office has programs on Organizational/Institutional Development, Capability Building and Enterprise Development, Capital Build-Up and Support Services. On the organizational/institutional development, the Municipal Cooperatives Office assists the Cooperative Development Authority through the Coop Development Specialist assigned in the area, in the organization of primary coops in the locality and in the strengthening of these organizations. On capability building and enterprise development, among the trainings which theMunicipal Cooperatives Office has sponsored in coordination with the CDA and the Land Bankof the Philippines are as follows: Strategic Development Planning Workshop, Coop Bookkeepingand Accounting Seminar, Credit Management and Delinquency Control, Capital Build-UpProgram, Feasibility Study and Project Proposal Preparation and others. The Municipality ofMangaldan has forged partnership with the Land Bank in 2001 for coop strengthening program. On Capital build up program, the coop sector conducted a popularity contest on thesearch for Bb. Kooperatiba and a municipal wide raffle draw in 2004. Operating cooperativesare advised by the Municipal Cooperatives Office to undertake their own capital build upprogram as a result of attending a related training program. In 2004 and in 2005, the municipality likewise sponsored Lakbay Aral for officers of thevarious cooperatives in successful coops in the province and in Baguio City and LA Trinidad,Benguet.
For its support services, the MunicipalCooperatives Office assists the CDA incollecting Coop Annual Report and otherreportorial requirements of the CDA. Theyprovide technical consultation assistances andattend General Assembly meetings ofcooperatives. Year 2010 was a critical year for allcooperatives in the country. A new law , theCooperative Code of 2008 or RA 9520 whichwas passed by the Senate and the House of Representatives on December 16, 2008 and whichtook effect last March 22, 2009 provides that all existing cooperatives must re-register with theCooperative Development Authority. All coops were given until the last day of September 2010to re-register.Of the twenty four (24) coops in Mangaldan, fifteen (15) has complied with the new mandate ofthe said law. The Municipal Cooperatives Office has sponsored the conduct of a CooperativeForum on two separate occasions, purpose of which was to educate the key officers on thesalient provisions of the new law which will have a direct effect on them. Although it was only this year that 2012 is declared as the International Year ofCooperatives, as part of the environmental cause, the cooperative sector in Mangaldanthrough the Municipal Cooperatives Office has sponsored Tree Planting along the AngalacanRiver in Navaluan in the celebration of the Cooperative Month last October 2010 and 2011. Ithas planned to continue said undertaking every October of each year.
Recent activity of the Municipal Cooperatives Office was the conduct of a one dayTraining on Cooperative Management and Governance last September 18, 2012 attended bythe Board of Directors of all operating coops in Mangaldan.
