  3. 3. <ul><li>Problem: </li></ul><ul><li>For the last 50 years, transportation was designed for motor vehicles. </li></ul><ul><li>During the 1990s, the federal government put $156 billion into highways, but only $45 billion on transit, bicycling, and walking facilities combined. </li></ul><ul><li>49% of all non-commercial trips are under three miles in length. The resulting environment discourages bicycling and walking. </li></ul><ul><li>47% of drivers said transit could not take them where they needed to go. </li></ul>
