Property Information <ul><li>The site is currently vacant and is 22,997 square feet. </li></ul><ul><li>It is bordered to the north by an industrial development. </li></ul><ul><li>Non-conforming single family use is adjacent along the western property line. </li></ul><ul><li>The proposed industrial building provides a 301 square foot office, 3,544 square foot warehouse, and 1,450 square foot manufacturing area to include welding. </li></ul>
  6. 6. Variance <ul><li>The request is being made to accommodate an expanded fire lane as requested by the Fire Marshall; the site inhibits relocating the parking. </li></ul><ul><li>The business is small and specialized with a few employees. Most clients are met offsite. </li></ul>
  7. 7. Special Exception <ul><li>IR zoning permits the following light manufacturing uses by right: cabinet, carpenter, furniture, plumbing, electrical, air conditioning, engraving, glass, or home improvement shop. </li></ul><ul><li>Due to small nature of the business, the applicant feels the use of welding will not have greater impact than the permitted uses. </li></ul><ul><li>The site plan provides a total buffer area of 20’ along the property lines that abut residential. </li></ul><ul><li>The CRA Director states that during public meetings held in 2008, the residents of College Gardens requested revised zoning and land use from Industrial to a mix of residential and office. </li></ul>
  8. 8. Special Exception <ul><li>The original CRA boundary did not include this property. The revised CRA Redevelopment Plan for the expanded CRA boundary, which includes the subject site, was adopted by the City Commission on March 11, 2009. </li></ul><ul><li>The current property owner has been working with the City for the purpose of constructing an industrial building prior to the CRA boundary expansion. </li></ul><ul><li>The CRA Director has requested that the applicant close bay doors facing SW 7th Terrace during welding activity and also to hire local applicants when jobs are available. The applicant submitted a letter agreeing to both conditions. </li></ul>

Site Plan <ul><li>This application has been reviewed by Public Works, the </li></ul><ul><li>City’s Landscape Consultant, the Fire Marshall, the CRA </li></ul><ul><li>Director and the Planning Division. The following </li></ul><ul><li>outstanding comments remain: </li></ul><ul><li>The Fire Marshall requires fire flow calculations, a hydrant flow test, and the water main sizes prior to final permit approval. </li></ul>

Previous City Commission Action <ul><li>On October 28, 2008 the City Commission </li></ul><ul><li>approved the property owner’s request to </li></ul><ul><li>vacate a 40’ by 200’ alley along the eastern </li></ul><ul><li>property line for the purpose of constructing an </li></ul><ul><li>industrial building. </li></ul><ul><li>Planning and Zoning Board Action </li></ul><ul><li>On June 16 th , the Planning and Zoning Board </li></ul><ul><li>recommended approval of this request. </li></ul>

Staff Recommendation <ul><li>VARIANCE </li></ul><ul><li>Approval. </li></ul><ul><li>SPECIAL EXCEPTION </li></ul><ul><li>The CRA Director recommends approval with the </li></ul><ul><li>following conditions: </li></ul><ul><li>Applicant closes bay doors facing SW 7 th Terrace during welding. </li></ul><ul><li>Applicant hires locally whenever possible. </li></ul><ul><li>SITE PLAN </li></ul><ul><li>Approval provided the variance is granted and any </li></ul><ul><li>outstanding comments are addressed. </li></ul>
