  1. 1. Presentation Green Building Festival Toronto Oktober 25 2007 P. Hameetman Manager Innovation BAM Vastgoed Member Platform energy transition Built Environment Author Toolkit Sustainable Housing
  2. 2. objective Minister of Environment and Minister of Housing • Strong effort to make existing construction more energy saving • Energy Performance Coefficient for new buildings will be 25% lower in 2011, and 50% lower in 2015 • Quality pulse to the built environment and bisection of the energy use in 2030 • Development of an innovative construction and installation company branch • Agreement between central government, municipalities and construction sector is prepared
  3. 3. Platform energy transition Built Environment • Formed by the Minister for Economic Affairs • Intermediate role between governments, research centers and businesses • Control role in the Transition to reduce fossil fuel use in the Built Environment with 50% in 2030 and 80% in 2050
  4. 4. Platform energy transition Built Environment • J.C. Terlouw (former Minister for Economic Affairs) • L.J. Brinkman (chairman organisation of builders) • T.P. Bokhoven (chairman suppliers sustainable apparatuses) • F. van Loon (chairman organisation of house owners) • H.J. Grashoff (former alderman municipality) • J.G.C.M. Schuyt (director social housing corporation) • F.J. Rooijers (director of technical advisors group) • P. Hameetman (real estate developer, chairman innovation workgroup) • M. Lafleur (team leader Energy Research Centre of the Netherlands ECN) • D. Schmidt (director Research Centre Building and Construction TNO) • F.A.B. te Poel (chairman suppliers of construction material)
  5. 5. Platform energy transition Built Environment Innovation workgroup of the Platform energy transition Built Environment • The developing and realization of energy concepts for new and existing buildings (research groups, universities, technical advisors, developers, builders, industry) • Ambition levels going up from 45%, 60% and 80 % CO2-reduction comparing the existing standard • In clusters of three projects, in five years time
  6. 6. Transition to reduce fossil fuel use in the Built Environment with 50% in 2030 and 80% in 2050 Scaling up goals from 2015 per annum: year NEW BUILDINGS CO2 reduction RENOVATION CO2 reduction Residential Non-residential Residential Non-residential 2015 100% 100% 45% 20.000 3% 45% 2020 100% 100% 60% 100.000 3% 45% 2030 100% 100% 80% 300.000 3% 60% 2040 100% 100% 100% 300.000 3% 80% 2050 100% 100% 100% 300.000 3% 80%
  7. 7. Strategy Transition management means a structural connection between research/innovation, realization in practice and scaling up. parallel are working: • Innovation teams responsible for research/innovation: – They develop new variations of concepts, techniques and processes – They are working out realistic and integral fitting housing concepts • Transition teams responsible for realization in practice: – They realise the different model building operations in practice – Are committed to three projects with going up ambitions – They create volume, by what market investment become realistic and interesting • Scaling up teams responsible for broad market introduction: – They offer the new knowledge to all parties in the market – Are facilitating locale groups doing the energy transition
  8. 8. Platform energy transition Built Environment Innovation workgroup Transition teams a tender is prepared responsible for realization in practice: are realising projects with 45%, 60% en 80 % CO2- reduction contract partners in a Transition team: • Municipality (frontrunner) responsible for delivering building locations • Developer (frontrunner) responsible for realizing the projects and energy performance • Research, specialised engineers, architects responsible for designing and working-out of the energy concept
  9. 9. Concrete contribution to the reduce of fossil fuel use in the Built Environment with 50% in 2030 and 80% in 2050 First scaling up goal from 2012 per annum: – Ca 5000 new dwellings with 45% CO2- reduction – Ca 5000 existing dwellings with 45% CO2- reduction – Ca 50 new non-residential projects with 45% CO2- reduction – Ca 50 existing non-residential projects with 45% CO2- reduction – Ca 20 locations integral area development direction energy neutral

  11. 11. Contribution of municipalities Frontrunner municipalities are already aiming for energy-neutral city status by 2020 Alderman frames a Locale Energy Transition plan: • Energy reduction existing buildings • Transition teams for Residential Construction, Sustainable Dwelling Improvement Sustainable Utility Construction Sustainable Area Development • Restructuring housing-estates with energy saving • Expert consulting desk for energy / sustainable building • Subsidy measurements • Reducing program on energy saving in households • Exchange with other cities Aims: • Long time goals (numbers of houses / buildings) • A business plan with real terms and timetable
  12. 12. SCALING UP NATIONAL Knowledge of the research groups brought to editorships of the Toolkits • Sustainable Residential Construction Toolkit (EPC is now 0,8 and goes to 0,6 in 2011 and 0,4 in 2015) • Sustainable Dwelling Improvement Toolkit • Sustainable Utility Construction Toolkit • Sustainable Area Development Toolkit • Substantial promotion of knowledge and scaling up of the applications from the Toolkits
  13. 13. Sustainable Residential Construction Toolkit • Realistic energy applications • Significant reduction of carbon dioxide emissions • Plans for sustainable Residential Construction can be compared with these applications at an early stage • Specialist know-how will be available to a broad public • Applications for Terraced house construction Semi-detached houses Urban villas Gallery apartments Detached houses • Special applications such as Passive House
