RCTQ Civil Service Commission Memorandum Circular No. 6, s. 2012 Whereas, Administrative Order No. 25 dated December 21, 2011, was issued with the end in view of developing a collaborative mechanism to “establish a unified and integrated Results-based Performance Management System (RBPMS) across all departments and agencies within the Executive Branch of Government incorporating a common set performance scorecard and creating an accurate, accessible and up-to-date government-wide, sectoral and organizational performance information system

RCTQ DepEd No. 2, s. 2015 “Guidelines on the Establishment and Implementation of the Results-Based Performance Management System (RPMS) in the Department of Education” The guidelines explain mechanisms, criteria and processes for performance target setting, monitoring, evaluation and development planning.
  4. 4. RCTQ DepEd No. 42, s. 2017 “National Adoption and Implementation of the Philippine Professional Standards for Teachers”
  5. 5. RCTQ ALIGNMENT OF RPMS WITH PPST The idea of alignment emerged from the National Focus Group Workshops conducted between March and April 2015 across 17 regions in the country. TRYOUT AND VALIDATION OF TOOLS Generally, participants found that the tools are clear, concise, standardized, attainable, teacher-friendly and more likely to produce fair results. DEVELOPMENT AND VALIDATION OF RPMS MANUAL This Manual provides information and guidance to Teachers and School Heads in the performance assessment process. RPMS ROLLOUT From May to September 2018, the BHROD, in partnership with RCTQ, conducted Regional Training of Trainers in all 17 Regions RPMS-PPST ALIGNMENT 2015-2018

RCTQ Aspects RPMS 2015 PPST-based RPMS Duties and Responsibilities Teachers were expected to perform clerical and non-teaching related functions Focus on the teaching-learning process – the core jobs of teachers Crafting of IPCRF Teachers crafted their own objectives and performance indicators IPCRF are prepared, standardized and aligned with the PPST Means of Verification Not standardized Standardized Focused on quantity Focus on quality Weight per Objective/Indicator Teacher could assign more weight to one indicator over another Each objective/indicator has the same weight Associated Tools Teachers used varied forms for classroom observation Indicators of SAT and COT are aligned with the RPMS Tools Comparison of RPMS and PPST-based RPMS
