Isam Shahrour presentation at the Global Management Conference GMC 2017 – IAE Lille. The conference presents first the role of the Information System in Smart City projects and then discusses how this information system could be governed and finally proposes a governance model.

  27. 27. Designation of The success of any “Smart City project” depends on the governance of the Information System We need : - Clear Organization - Dedicated Team : Smart City Team (SCT)

Smart City Team Mission & Responsibility 1) Design and construction of the Smart City Information System (SCIS): • Analysis of existing “information systems” (data base, analytics & display). • Determination of the SCIS specifications (overall vision, discussion,..). • Supervision of the SCIS construction.
  30. 30. 2) Exploitation of the Smart Information System (SCIS): • Set rights access and responsibilities (how does what ?) • Ensure SCIS security • Quality control (mainly in the interaction areas) • Assistance and training 3) Development and extension: • Integration of new needs & development • Integration of latest technology • Reporting Smart City Team Mission & Responsibility
  31. 31. Establish for each data (or Group of data) a key actor as well as associated partners. The key actor is responsible for : • Data acquisition, verification (cleaning) & integration • Data analysis • Data share Smart City Team Mission & Responsibility

Each key actor should: • Dress up processes and tools for data use (safety and optimal management). • Establish alerts and security actions in case of any incident/abnormal event. • How to share with other “actors” any incident/abnormal event and mitigation actions.   35. 35. Conclusion Smart City is a pertinent solution for the City Challenges. The Information system is the heart of the Smart City construction. The Smart City Teams has a major role in the design, construction and management of the SCIS.
  36. 36. Conclusion • The governance of the SCIS should include all the stakeholders: Policy-Makers, Experts, Civil Society representatives, users representatives and the management team (Smart City Team. • For each data/group of data a Key actor should be designed.
