We receive on a regular basis a number of requests for support of arts and cultural projects and except for singularly notable exceptions (the proposed education wing of the Nigerian Museum and OKIKE come instantly in mind) our response is a proforma rejection of interest and support. I think that it would be useful to know somewhat more than we now do about this important field. I'm not proposing that we formally establish a new and large scale line of program activity in the arts I do think though that if we had a kind of "state of the arts" (literally and figuratively) paper which Wole [Soyinka] is uniquely capable of preparing, we would be in a much better position to make discriminating choices for program actions were we inclined to do so.
