  1. 1.   7/F,  5  New  Street  Square   New  Fetter  Lane   London,  EC4A  3BF   UK     24  July  2013     Dr.  H.  Susilo  Bambang  Yudhoyono   President  of  the  Republic  of  Indonesia   Jl.  Veteran  No.  16   Jakarta  10110     RE:  PT  INDOSAT  MEGA  MEDIA  (IM2)  CASE       Your  Excellency     The   GSM   Association   (GSMA),   which   represents   the   interests   of   mobile   operators   worldwide,   together   with   its   Indonesian   members,   wishes   to   express   its   grave   concerns   regarding   the   implications  of  the  recent  verdict  of  the  Indonesian  Corruption  Court  in  the  matter  of  PT  Indosat   Mega  Media  (IM2).     I  am  grateful  for  the  continued  support  of  Minister  Sembiring  in  this  matter,  but  would  respectfully   suggest   that   ,   in   order   that   a   constructive  dialogue,   can  be  established  between   the   judiciary   and   industry.     Such   a   dialogue   is  essential   to  address   the   confusion   the  verdict   has   caused,  not  only  in  the  mobile  sector,  but  also  for  the  two  hundred  plus  Internet  Service  Providers   who  have  similar  business  models  to  IM2.     Any  continued  uncertainty  associated  with  this  case  will  deter  investors  and  could  lead  to  delays  in   the  roll-­‐out  of  fast,  reliable  and  affordable  mobile  Internet  services  in  Indonesia  -­‐  a  situation  that   would  have  a  knock-­‐on      To  avoid  the  situation  reoccurring,  could  I   suggest  that,  as  a  matter  of  urgency,  guidelines  that  explain  clearly  the  scope  of   current   telecommunication  laws  and  regulations  are  issued?     The   GSMA   is   committed   to   engaging   in   a   constructive   dialogue   with   the   Indonesian   government.    Please  do  not  hesitate  to  contact  me  if  I  can  be  of  further  assistance.     Sincerely,         Dr  Anne  Bouverot   Director  General,  GSMA       Cc:   HE  Professor  Boediono,  Vice  President  of  the  Republic  of  Indonesia   HE  Tifaful  Sembiring,  Minister  of  Communications  and  Information
