  2. 2. Purpose of the Program <ul><li>The grants pay the Federal share of the cost of innovative model programs for the establishment, improvement, or expansion of foreign language study for elementary and secondary schools students </li></ul>

Eligibility <ul><li>The term local educational agency (LEA) means a public board of education or other public authority that maintains administrative control of public elementary or secondary schools in a city, county, township, school district or other political subdivision of a state </li></ul>
  4. 4. Eligibility <ul><li>Includes public charter schools that are considered LEAs under State law </li></ul><ul><li>An intermediate unit within a State e.g., a Board of Cooperative Educational Services (a BOCES) may apply for and receive a grant </li></ul>
  5. 5. Private Schools <ul><li>An LEA grant could serve students enrolled in a private elementary or secondary school </li></ul><ul><li>A private school is not eligible to apply for a FLAP grant </li></ul>
