Naming of City Parks/Facilities,
Amenities, and Furnishings

2. EXISTING POLICY
 1972, City Council entrusted Parks and Recreation Commission with task of
recommending park names based on the following criteria:
 Street names on which the parks are located
 Spanish surnames
 Names of early Corona settlers
 Names of deceased war veterans of Corona
 1998, City Council formalized a policy criteria for Naming City Parks and/or
City Recreational Facilities (Resolution 98-24) adding a fifth criteria:
 Names that reflect Corona’s heritage

3. PURPOSE OF THIS STUDY
Current policy does not address the naming of City facilities as it relates
to donations of land or money. This study considers guidelines
associated with such naming by a review of:
 Other cities’ policies;
 Common criteria;
 Potential areas for recognition;
 Contribution levels; and
 Existing “named” facilities in Corona.

5. Common Criteria
A number of cities have developed policies governing the naming of city-
owned facilities resulting in a few general criteria including:
 Consistent with City’s values, vision, and mission;
 Avoid associations with tobacco or alcohol companies;
 Avoid associations with companies/organizations engaged in
controversial enterprises;
 Protect the City’s right of refusal;
 Affirm the City’s right of revocation;
 Generally best to name “new” facilities;
 Limit naming to one facility per donor/contributor; and
 Require significant contribution towards development, renovation,
acquisition, or a direct donation of property.

7. Financial Contribution: Parks/Facilities
 These include parks, centers, pools, gyms, etc.
 Should mandate minimum contribution of more
than 50% of the value of the property, capital
construction costs, improvement, or ongoing
maintenance.
 Tiered contributions option (example):
 51% financial contribution = naming rights for 10 years,
 75% financial contribution = 20 years,
 100% financial contribution = naming rights in perpetuity.
 Park or facility would bear donor/contributor name.

8. Financial Contribution: Amenities
 Amenities are elements of larger City-owned parks
and/or facilities.
 Rooms  Courtyards
 Smaller structures  Picnic shelters
 Gardens  Sports fields/courts
 Dog parks  Playgrounds
 Contribution should completely or significantly enable
construction/renovation project to occur.
 Recognition as follows:
 This (amenity) provided to the Corona community by (name of
person/organization), OR
 The (name) (amenity)—e.g., The John Smith Citrus Garden

9. Financial Contribution: Furnishings
 Furnishings include picnic tables, benches, trash
cans, and trees.
 Contribution should cover all purchase and
installation costs.
 Recognition as a small plaque with the name of the
person, family, organization, or business in
recognition of the donor or honoree:
 Name and year only, OR
 In honor of (name) and year, OR
 In memory of (name) and year.

11. Recommendation
It is recommended that the City Council provide
direction regarding revision of the City of Corona’s
Criteria for Naming City parks, facilities, amenities,
and/or furnishings as a result of a monetary or land
donation for the acquisition, development,
renovation, or maintenance of said facilities.
