  1. 1. TOTAL SANITATION CAMPAIGN IEC in TSC-Experience in Kolhapur,Maharashtra. MR. NITIN MANE Dy. Chief Executive Officer, Zilla Parishad, Kolhapur.

Objective of IECincrease awareness among the rural peoplegeneration of demand for sanitary facilities.IEC focuses on community-led & people centered initiatives.spreading hygiene education.Eliminate ODF only by changing the mindset of people through an intensive IEC.Creating awareness,sensitization and motivation of people to follow the right hygiene, sanitation and water handling practices.
  3. 3. CONSTRAINTS• Large geographical area.• Dense population.• 10 blocks having hilly & interior areas.• Open Defecation 69%.Before campaign.• Not having mindset to built toilets.• Many more people not having finance for construction.• Some were not having land.• Technological awareness.
  4. 4. District Level STRATEGIES• Idendification of Target.(A,B,C & D)• Focused IEC in three steps 1. School students 2. Village community 3. GP member, VWSC member, co- operative society at village level,Elected members, village level community leaders, masons etc.
  5. 5. • Adopt Approches :- Preventive, Curative & Developmental.• Creating IEC module.• Supportive activity.• Technical & Non technical IEC plan i.e. hygine education, Mason training.• IEC for involvement of various Stake Holders• Putting various option of sanitation according geographical condition through IEC.• Generate community pariticipation• Regular Impact Assessment of IEC and innovations accordingly.

Level District Water & Sanitation Commit implemented.• Sanitation Survey was conducted in all GP in 2003• The division of families who were without toilets facilities is as below. A. funds but Having land & not having B. Having land but mentality - 49 % lacking funds. – 21% C. Having funds but D. Neither having land nor having funds-12% no lands- 18%

Member & Other Block Level Resource persons 5) More than 10,000 GP Member Completed Sanitation Training at block level. 6) Workshop for Peoples representatives such as ZP & Panchayat Samiti Members.

  18. 18. Sanitation Pledge• Sanitation pledge is an part of Sanitation week in which all representatives & officials pledge for sanitation.
  19. 19. NIRMAL NIRDHAR JYOT• 21st Jan. 2008 – Nirmal Nirdhar Jyot of Maharashtra State inaugurated by Hon’ble State Minister Mr. Ajit Pawar in Kolhapur.
  20. 20. Small Hygiene Motivators(SWACHATA DOOT) Spread the message of need of toilets & cleanliness in the homes to maintain good hygienic condition.

Spark by Swacchata Doot 44 master trainers in turn trained 6526 teachers from different blocks of the district These 6526 teachers from different blocks of district propagated their knowledge to the students These activities resulted in creation of huge workforce of more than 1,00,000 students for TSC.

  29. 29. Supportive Police Action• As per Mumbai Police Act 1951 (115), defecating in open and make surrounding unhealthy it is criminal offence.• With the help of Police arrest people who were defecating in open though they are enough capacity to build latrine.

  35. 35. Inspirational IECHoardings containing the names of officebearers of the villages which received theprestigious president’s NGP award forrendering their villages ODF were displayedat important places so as to encourageothers to do the same.
  36. 36. SHG-INVOLVEMENT Total SHG = 46483 SHGs Linked With Bank = 36437 On the traditional days SHG member come together for Haldi-Kumkum programme. SHG members visitedfamilies & encourage family for built toilet.
  37. 37. KUTUMB SAMPARK ABHIYAN (Home visits)• Home visits to a family without toliet facility.• Involvement of various village level elected & other community leaders members & officer• Encouraging to construct a toilet & best hygienic practices.

Lessions learnt:-• IEC plan must be as per community.• IEC plan must be specific/object oriented• Capacity building of official as well as non official must be included in IEC plan.• Community need base.• IEC plan must consider socio-economic conditions of target group.• Mythological references may usefull.• Regular Impact assesment.
  47. 47. Achievements (2012) In campaign period around 3,35,051 toilet constructed and are being use. Rs. 167 crores sanitation infrastructure created.
  48. 48.  999 villages awarded : Nirmal Gram Puraskar 5 Blocks awarded : Nirmal Gram Puraskar Till date coverage of 100% School toilets. Till date coverage of 100% Anganwadi toilets.
