Worse In Sub-Saharan Africa </li></ul><ul><li>Many countries are without 2.28 doctors/nurses/midwives per 1,000 population minimum threshold of HCWs </li></ul><ul><li>Sub-Saharan African shortages </li></ul>

Underlying Causes Of HCW Crisis <ul><li>The impact of HIV and AIDS & other diseases </li></ul><ul><li>Massive under funding of the health sector </li></ul><ul><li>Poor Education, Training & Deployment </li></ul><ul><li>Failure to update health workers’ skills and knowledge </li></ul><ul><li>Leadership, Health Service Management and Supervision </li></ul><ul><li>Restrictive policies </li></ul><ul><li>Lack of respect & recognition for HCWs </li></ul><ul><li>Private sector and CSO capacity and resources not harnessed </li></ul><ul><li>Poor Community Engagement with health systems and with HCWs </li></ul><ul><li>Lack of support and supervision to Community Health Workers </li></ul><ul><li>Low Morale, Motivation and Retention of HCWs (all cadres), </li></ul>

Key Concerns of Health Workforce Advocacy Initiative <ul><li>Trends in Migration and Mobility from South to North </li></ul><ul><li>More than 3,000 nurses from Africa in UK </li></ul><ul><li>Lack of skilled HCWs in rural, remote and hard to reach areas </li></ul><ul><li>Lack of key skills in health service management </li></ul><ul><li>Misuse and Wastage of health resources </li></ul><ul><li>Low financial investments and inefficient use </li></ul><ul><li>High levels of Morbidity and Mortality </li></ul>

IHP+ Contribution to address the Crisis <ul><li>Health systems investment </li></ul><ul><li>Each Compact must include a comprehensive and costed health worker strategy/plan for Health worker-specific investments: </li></ul><ul><li>Invest in inclusive, sustained and meaningful participation </li></ul><ul><li>Integrate Human Rights principles and Obligations in each country’s health plan – for HCWs & Patients </li></ul><ul><li>Compacts should include a target to increase the proportion of IHP + donor aid - as pooled funding for recurrent govt. costs & salaries for various cadres </li></ul>

Key Questions from HWAI to IHP+ Signatory Representatives <ul><li>Can you promise that every health plan validated under the IHP+ will have a comprehensive and fully costed Health Care Worker strategy/Plan? </li></ul><ul><li>Can you commit to finance that through long-term predictable and increasingly pooled financing? </li></ul>
