SPIR II RFSA: Strengthen PSNP Institutions and Resilience,
Resilience Food Security Activity, supported by USAID
• Motivation
• Provide evidence to inform graduation strategies to address the pervasive
food and nutrition insecurity exacerbated by the poverty of vulnerable PSNP
households in the targeted woredas of Amhara and Oromia

The SPIR II RFSA
SPIR II RFSA builds on years of experience of WV, CARE and ORDA in delivering programs to address poverty and malnutrition in the presence of shocks and stressors
IFPRI has evaluated the PSNP in four rounds of evaluation from 2006-2021. Results show that PSNP has produced big improvements in food security and growth in assets, while some progress in reducing the depth and prevalence of poverty
Need for a bigger investment in livelihoods to accelerate poverty reduction and new approaches to reducing malnutrition
SPIR attempts to achieve these through a multifaceted graduation model approach, implemented at scale with close to 500,000 beneficiaries
SPIR II is the second phase (2021-2026), building on evidence from Phase I, 2016-2020
