Across all regions at IFAD, risk assessment in project design is limited <ul><li>In most projects, risks are regarded in terms of the ERR – increases in costs or shortfalls in benefits </li></ul><ul><li>A broader risk analysis is required to include risks associated with such events as: </li></ul><ul><li>-- Conflict </li></ul><ul><li>-- Natural disaster </li></ul><ul><li>-- Policy failures </li></ul><ul><li>-- Political uncertainties </li></ul><ul><li>-- Limited implementation capacity </li></ul><ul><li>These risks require appropriate ex ante and ex post mitigation measures identified during project preparation as well as implementation </li></ul>

Risk mitigation measures at project design <ul><li>Logical Framework should be used to identify risks and mitigation measures; </li></ul><ul><li>Vulnerability analysis should be conducted in post-conflict and natural disaster prone countries; </li></ul><ul><li>-- Community-based, participatory analysis </li></ul><ul><li>Complex components should be avoided; </li></ul><ul><li>Partner coordination is critical and should be clearly outlined in implementation arrangements and supervision plans – minimize transaction costs; </li></ul><ul><li>Project duration and implementation capacity should be sufficient; </li></ul><ul><li>Monitor the impact and outcomes of high risk projects closely early on with frequent supervision missions. </li></ul>
  4. 4. APR project design can be improved in terms of the identified risk mitigating measures
  5. 5. IFAD procedures to address risk <ul><li>Fast track QE and QA – quick and flexible reviews are preferred to request to waive either quality review; </li></ul><ul><li>Disaster Risk Management Guidelines – CDS presently preparing guidelines for presentation to April 2011 EB. </li></ul><ul><li>Resources – Other IFIs has special funding windows for disaster response, at present current PBAS funds are re-allocated. </li></ul>
