  3. 3. Background <ul><li>2002 Power Policy initially discouraged Oil Based IPP </li></ul><ul><li>In 2003 it was widely reported that Natural Gas Reserved were dwindling </li></ul><ul><ul><li>This led to restriction on Natural Gas Connection to New IPP </li></ul></ul>

Benefits to IPP Hydel Specific <ul><li>Hydel projects to be implemented under Build-Own-Operate-Transfer (BOOT) basis. </li></ul><ul><li>Hydrological Risk to be borne by Power Purchaser. </li></ul><ul><li>For Hydropower projects, priority dispatch with economic load dispatch criteria. </li></ul><ul><li>Provide protection against specified political risk. </li></ul><ul><li>Provide protection against charges in taxes and duties regimes. </li></ul>

Benefits to IPP Hydel Specific <ul><li>Two-part tariff structure consisting of fixed capacity and variable energy component is recommended with the proviso that fixed capacity payment for Hydel projects would fall between 60% to 66% of the total tariff. </li></ul><ul><li>To eliminate protracted negotiation, Implementation Agreement IA, Power Purchase Agreement PPA, Water Use License WUL have been standardized </li></ul>
