IAG output 2

 1. 1. MK4D Output 2
More effective platforms
for sharing research knowledge globally
Debbie Beer, 15 June 2011
2. 2. Output 2 desired outcome(what would we expect / like / love to see?)
global “infrastructure”
(systems, groups/networks/collaborations of people / organisations, behaviours)
which enables intermediaries to share research knowledge more effectively
3. 3. Output 2 desired outcome(what would we expect / like / love to see?)
a more enabling environment for connecting up content, systems and people in the development intermediary sector, to share research knowledge
more effective, sustainable and appropriate linkages for knowledge sharing, through groups of people and organisations, and through systems and behavioural change
increased capacity inthe sector to share and aggregate research knowledge in meaningful and demand-led ways
4. 4. Output 2 activity streams
5. 5. Output 2 activity streams
Foundations– scoping, network & partnership development

I-K-Mediary Network as an enabler
 6. 6. Intermediary “mapping” – scoping & mapping the sector

Systems– projects & collaborations

OpenAPI project - opening up the MK4D services’ content base to programmatic use by others
 7. 7. Support /capacity development - for other collaborative systems projects, linking with other Outputs

Behaviours– protocols/ways of working & advocacy for open access

Working group on protocols / ways of working to enable content sharing
 8. 8. Targeted advocacy for promoting effective sharing

Output 2 logframe indicators
Cooperation:active cooperation agreements involving intermediaries
OpenAPI: international partners use OpenAPI to create tailored applications using MK4D content
Open access advocacy:debates influenced by MK4D stakeholders to increase open access – referring to Southern intermediary perspectives
9. 9. Output 2 progress - summary
Substantial progress overall while investing in developing robust partnerships, collaborations and processes
Building for progress over the whole programme to 2013 (and beyond) more important than hitting Y1 milestone dates
Y1 milestones re-scheduled (4-7 month delays) – but on track overall to meet later milestones & 2013 targets
Exciting outcomes from OpenAPI project and I-K-Mediary Network
Intermediary “mapping”, advocacy, WG on protocols – moving from scoping/preparation to implementation
Collaborative projects – 1 began March, 3 under negotiation
10. 10. Output 2 progress – approaches
Building collaborative processes and relationships

For lasting value, investing for coherent & robust partnerships and processes

Building understanding of contexts, buy-in and ownership

Takes time & effort

Iterative approach – re-thinking “how” as we go

Aiming for well-managed flexibility - adapting & evolving in response to feedback, emerging learning & review

Output 2 progress – approaches
Cost-effectiveness

Value for money
 11. 11. Leveraging linkages across MK4D activities and other relationships
 12. 12. Seeking multiplier potential

Calculated risk taking

Higher risk projects where justified by potential benefits
 13. 13. Experimental work with longer term horizons e.g. semantic web

Output 2 Y1 key stories
I-K-Mediary Network maturing

Knowledge Brokers Forum
 14. 14. Expanding activities - virtual events, annual workshop, project working groups, new website, governance & funding strategy work
 15. 15. Taking ownership of Intermediary “mapping” project
 16. 16. Bi-lateral collaborations starting to emerge spontaneously as relationships mature

Knowledge Brokers’ Forum (KBF) - network of 330+ in 63 countries built since Oct 2010
17. 17. I-K-Mediary Network – Intermediary “mapping”mind map
18. 18. I-K-Mediary Network bilateral collaboration Content from India’s Down to Earth (CSE) to be translated into Bangladesh local languages by D.Netfor 5,000 villages
19. 19. Output 2 Y1 key stories
Open API Project

presentation by Duncan Edwards

Output 2 challenges & risks
Building multiple, new, inter-dependent activity streams in parallel

Complex management, resource allocation & scheduling
 20. 20. Being a funder & seeking co-funding

Choosing where to focus effort/resources

Huge potential scope! Examples: Working Group on open research communications (protocols & ways of working); M&E baselines

Relatively short time horizon

3 yrs very short for building “infrastructure” and demonstrating significant wider outcomes
 21. 21. Longer term sustainability

Building cooperation – partnerships, collaborations, links

Resource intensive, communications, cultures, power relations, barriers, disconnects, virtual meetings

Output 2 – some specific learning
I-K-Mediary Network: closer relationships that develop over time between intermediaries (2-4 years) are more likely to foster collaboration and engagement
KBF : multiple tools & and a mixture of facilitation techniques help to foster effective knowledge sharing - & email lists can be just as effective at fostering connections as online web 2.0/social networking tools
Intermediary “mapping”: to be an effective tool for facilitating collaboration, the “mapping” needs to be an ongoing process rather than a one-off intensive activity followed by light touch updating
Working Group on protocols: most effective use of resources might not be to develop new protocols but to promote existing ones & provide training/toolkits on how to use them
22. 22. Output 2 future plans
Foundations:
I-K-Mediary Network - new website; KBF; events; future governance & funding; 7 WGs for collaborative/innovative projects
Intermediary “mapping”- online survey; publish 1st version database & visualisations; develop further (incl. semantic web?); WG develops related broader programme of activities
Systems:
OpenAPI project
Support /capacity development – progress projects under negotiation; identify new ones (calls?); open linked data/semantic web experimental work
Behaviours:
Working group on protocols – finish scoping/planning consultancy; set WG ToR & convene; ensure cross-MK4D linkages
Targeted advocacy - with partners, develop & implement sponsoring of southern participants; fund related research; participate in & support relevant events/fora
23. 23. Output 2 Questions
Are we doing the right things? What should we stop / start?
What should be the priorities? Where should we focus our resources?
Would you, as IAG members, like to be more actively involved in inputting to Output 2 activities? If so, how?
