Water Pollution Control Sewage treatment capacity is increased to 70% from 60.4% in 2002 by Current Situation building large-scale sewage treatment plans in urban area and medium/small-scale sewage treatment plans in suburban area. Urban sewage can be collected for centralized treatment instead of being discharged into waterways directly due to rapid spread of sewage collection network in urban area. Water Pollution Control Current Situation Phase I (1998-2002): 10 sub-projects; 1.03 billion USD investment Phase II (2003-2005): 8 sub-projects; 470 million USD investment Water quality in Suzhou Creek is improved significantly as a result of 2 stages of comprehensive rehabilitation, which include building sewage collection pipelines, pump stations, rainwater holding tanks, floodgates. Drinking water sources are intensively protected by shutting down 106 poultry and livestock farms located along the upper stream of Huangpu River, prohibiting transportation of toxic chemicals in 1st level reserve area and building 3589 hectors self-restrained woods.
  11. 11. Water Pollution Control Challenges 1. Sewage collection networks need to be completed in both urban and suburban areas. Sewage treatment facilities fails to meet the city’s demand, especially in suburban areas. 2. The pollution situation in some waterways is getting worse. And comprehensive rehabilitation needs to be conducted in waterways other than major branches, suburban waterways especially. 3. Supervision on pollutant emission from enterprises needs to be strengthened.

Water Pollution Control Further Efforts 3rd Round of Environmental Action Plan ( 58 projects , 23 % of the total projects (2006-2008) Contents of projects Amount of details projects To enhance urban sewage 28 upgrade the 1st sewage treatment plant (1,700,000m3/d) and treatment capacity build the 2nd sewage treatment plant (500,000 m3/d) in Zhu Yuan; upgrade sewage treatment plant in Bai Longgang (1,200,000 m3/d); sludge treatment project in Bai Longgang, etc. To complete urban sewage 16 Sewage collection network in Baoshan, Minghang and Pudong collection network districts; rehabilitation project of west main line; To complete Suzhou Creek 12 Sludge dredging project in urban part of Suzhou Creek; Comprehensive Rehabilitation rebuilding of flood prevention wall in urban part of Suzhou Creek; 4 rainwater pump stations, etc. To facilitate urban waterways 10 Dredge and broaden main waterways; introduce clean water into rehabilitation by focusing on main waterways; rehabilitation of suburban main waterways, etc. sewage interception and treatment

Air Pollution Control Current Situation 85% good-air quality rate maintains from 2003 to 2005 consecutively; Average of dust fall is reduced to 8.1 tons/km2.month in 2005; Create a “Basically no coal burning zone” with 591 km2 and “No coal burning zone” within the inner ring road area; New vehicles are required to meet Euro II standard in 2003; Complete FGD for 3 units with coal fuelled in 2 power plants.

Air Pollution Control Challenges Continuous growth of power, petrochemical and iron/ steel industries The dominant use of coal, as well as the city’s urbanization development make it hard to control the emission of SO2, dust and soot. The tendency of ever-increasing vehicles makes it hard to control the emission of NOx.

Major measures include: To set up Shanghai Environmental Protection Committee chaired by the Mayor; To share responsibilities with the departments concerned; To formulate market based incentives; To increase investment in environmental fields; To build up public private partnership; To enhance public environmental awareness
