WHAT IT COULD MEAN FOR
THE BUSINESSES ALONG
GREEN LANES
Brief Overview of Mini Holland
 Enfield Council has successfully won funding to make the Borough the most
advanced in London, in terms of dedicated cycle routes, across the borough
 Currently only 0.7% journeys in Enfield are made by cycle - a low cycling mode share
 The Mayor’s Transport Strategy sets a target of getting 5% of all transport journeys
by Londoners to be made by bike by 2026
 “In Enfield we believe with a concentrated level of investment available from the
mini-Holland fund, we can go beyond this target and increase cycling journeys
towards 5% in five years”
 It is argued that overall nearly 80% of car trips in Enfield are of cycleable length
THE VISION
“We want to transform Enfield into a place where the car is replaced by the bike as the
mode used for short trips and where the associated culture change occurs, as seen in
Amsterdam”
Delivering mini-Holland in Enfield will grow our cycling culture so that young and old, feel
safe and comfortable making daily journeys by bike. This will benefit all residents and
create a healthier, quieter, calmer and more pleasant environment across the whole
borough
This proposed facility will improve conditions for existing cyclists and make this mode a
genuine alternative for the car for many more who wish to cycle but dislike mixing with
main road traffic.
Mini Holland has cross party support
Mini Holland has cross party support. The leaders of both the Labour
(majority) and the Conservative (minority) groups have pledged full
support, regardless of any changes that might occur with portfolio
holders or political control after the elections in May 2014
Both parties are willing to make the tough decisions required to
deliver these proposals
A105 – Green Lanes
Identified as a secondary cycle road in need of segregated cycle facilities
from London Road to Broomfield Lane, in Palmers Green
QUESTION: Why was this picture selected to represent Green Lanes between
Enfield Town and Broomfield Lane?
Key proposals for the A105
 Continuous segregated mandatory cycle lanes, two metres wide,
segregated with armadillos and planter boxes
 Remove or rationalise parking
 Move or merge bus stops
 Remove bus lanes
 Reduce the width of the footway
 20mph along the whole route to encourage vehicles onto the A10
Removal of parking through Winchmore Hill
Village Road from Park Avenue to Green Dragon Lane
Removal of limited parking on both side of the carriageway.
Green Dragon Lane to Station Road
Removal of limited parking on both sides of the carriageway. Some parking retained on
northern side between Vicars Moor and Sherbrook Gardens. Parking has been provided
east of Firs Lane on the southern side of the carriageway as well as north of Elm Park on
the eastern side of the carriageway. Where possible parking has been provided within
laybys.
From Station Road to Bourne Hill
Removal of limited parking on both sides of the carriageway. Limited parking is provided
north of Queen’s Avenue on the eastern side of the carriageway.

Removal of parking through Palmers Green
From Bourne Hill to Aldermans Hill
Parking is to be removed from the west side of the carriageway with limited parking
provided on the eastern side, between Bourne Hill and Fox Lane.
Limited parking will be provided on both sides of the carriageway between
Hazelwood Lane and Aldermans Hill.
From Aldermans Hill to Broomfield Lane
Parking is to be removed from both sides of the carriageway, due to most frontages
along route having dropped kerb access.

This illustration in the bid document shows what the cycle lanes could look
like on the A1010 (Hertford Road) and the A105 (Green Lanes) – although as
Green Lanes is narrower, it won’t have any parking and there will be
planters as well as armadillos to segregate the cycle line from the other
traffic, 24/7

 The Council held a consultation evening at the Civic Centre, to
which ‘interested parties’ and ‘key stakeholders’ were invited
 Local business owners who trade along the routes of the proposed
cycle-ways were NOT invited
 Whilst the stakeholders expressed some concerns about the
proposals, the bid document does not record any concerns about
loss of trade, or inconvenience to businesses or local residents

PARKING = PEOPLE = POUNDS
PARKING SPACES ARE THE LIFE BLOOD OF LOCAL BUSINESSES
Please ask the businesses along Green Lanes -
they know their customers, how far they travel;
not all of them live within easy walking distance;
along bus routes or would want to cycle,
whatever provisions for cyclists are provided
Busy people, leading busy lives have lots of alternatives to where to shop
We need to make it easy for then to stop and shop – NOT put barriers in
their way
Palmers Green : Approximately 85 on-street parking spaces
Just suppose that each one is occupied by a car for half an hour and
the driver spent £10 in local shops = £20 per hour per parking space
X 8 hours = £160 per day per car park space
x 85 = £13,600 per day based on just £10 per half an hour spending
x 6 days a week = £81,600
51 weeks a year = £4,161,000
Winchmore Hill Parking
 Even more parking is at risk in Winchmore Hill.
 This is a longer stretch of road, from the corner of
Bush Hill, right through to Aldermans Hill; occupied
by a very diverse range of businesses whose clients
will often need to have somewhere to park.
 The surrounding roads are already used for
parking, whilst the free car park in Fords Grove is
full by 8.30am, taken by commuters, using
Winchmore Hill Station.

Businesses are already struggling, many loss trade when parking fees
were increased in 2013

“They have now increased the charges and
the effect is that people are not stopping to
park and shop locally”
Commentator: Lately Joe’s print shop has
been struggling and whilst parking charges
are not the only reason, he feels they are
certainly making things worse.
“Its made a big difference to us, the way
things are going I can’t see us being here
trading in three years time because of the
extreme pressures”

“Hundred of bags are
dropped each week, we
have received over 30 so far
this morning. If people can’t
park, they won’t drop off
their stuff for us, it is a vital
part of our fundraising”

* Good at capturing passing trade
* Buoyant evening economy
* Perceived as safe location
* Village feel to the centre

* Attract entrepreneurs into vacant shops * Customers using local supermarkets due to
free parking stops people from wandering
into centre

1.4 PALMERS GREEN
STRENGTHS WEAKNESSES
* Very active business association with a passionate chairman * Very few national brands for retail
* Excellent catering venues, incl restaurants, cafes, tea rooms, takeaways, ie Boots, Starbucks etc
public houses & banqueting suite. Supported very well especially in * Very little signage for the ‘No Drinking
the evening economy zone’
* Green space with Broomfield Park * No signage for littering £80 fine
* Post Office, newly refurbished * Parking strategy needs to be reviewed
* Historic library refurbished regularly
* Good bus service for the surrounding area & into Central London
* Good overground train service from Hertford North into Central London
* Lodge Drive car park very good for daytime economy
* Diversity of small independent business still keeping alive
OPPORTUNITIES THREATS
* Regeneration of Palmers Green Triangle, giving the core of the town * Perception of crime is high in the area
centre a new look, with the Clock, new tree & colourful planters * Reports of anti-social behaviour
* Fluorescent signage to be renewed for Lodge Drive car park & open
until Midnight to help evening footfall
Mini Holland proposals were not
outlined in the recent Palmers Green
consultation with businesses and
residents
“There will be tough decisions along the way, particularly
regarding removing on street parking to fit in new cycle lanes
and reducing through traffic from residential streets, But in the
long run, the benefits to the borough will outweigh the costs
and we intend to work with local residents and businesses
throughout the process to ensure that the greatest benefits are
realised from these proposals”

 The ‘official’ consultation is not due to start until Summer/Autumn 2014, after the
local elections
 This is a very high risk strategy, Enfield Council is gambling with the livelihoods of
hundreds of local businesses
 Shopping centres are at the centre of any community
 Any potential loss of business could be the tipping point for some of the businesses
along Green Lanes
 However laudable the aims, these proposals as they stand have the potential to
destroy these two communities
 If people can’t stop they won’t shop
THE LAW OF UNINTENDED CONSEQUENCES?

Mini holland, impact on green lanes April 2014 - how Enfield Council's proposed 'cycle highway' could put hundreds of businesses at risk in Winchmore Hill and Palmers Green..

  • 1. MINI HOLLAND: THE FACTS WHAT IT COULD MEAN FOR THE BUSINESSES ALONG GREEN LANES
  • 2. Brief Overview of Mini Holland  Enfield Council has successfully won funding to make the Borough the most advanced in London, in terms of dedicated cycle routes, across the borough  Currently only 0.7% journeys in Enfield are made by cycle - a low cycling mode share  The Mayor’s Transport Strategy sets a target of getting 5% of all transport journeys by Londoners to be made by bike by 2026  “In Enfield we believe with a concentrated level of investment available from the mini-Holland fund, we can go beyond this target and increase cycling journeys towards 5% in five years”  It is argued that overall nearly 80% of car trips in Enfield are of cycleable length
  • 3. THE VISION “We want to transform Enfield into a place where the car is replaced by the bike as the mode used for short trips and where the associated culture change occurs, as seen in Amsterdam” Delivering mini-Holland in Enfield will grow our cycling culture so that young and old, feel safe and comfortable making daily journeys by bike. This will benefit all residents and create a healthier, quieter, calmer and more pleasant environment across the whole borough This proposed facility will improve conditions for existing cyclists and make this mode a genuine alternative for the car for many more who wish to cycle but dislike mixing with main road traffic.

The leaders of both the Labour (majority) and the Conservative (minority) groups have pledged full support, regardless of any changes that might occur with portfolio holders or political control after the elections in May 2014 Both parties are willing to make the tough decisions required to deliver these proposals

Key proposals for the A105  Continuous segregated mandatory cycle lanes, two metres wide, segregated with armadillos and planter boxes  Remove or rationalise parking  Move or merge bus stops  Remove bus lanes  Reduce the width of the footway  20mph along the whole route to encourage vehicles onto the A10
  • 7. Removal of parking through Winchmore Hill Village Road from Park Avenue to Green Dragon Lane Removal of limited parking on both side of the carriageway. Green Dragon Lane to Station Road Removal of limited parking on both sides of the carriageway. Some parking retained on northern side between Vicars Moor and Sherbrook Gardens. Parking has been provided east of Firs Lane on the southern side of the carriageway as well as north of Elm Park on the eastern side of the carriageway. Where possible parking has been provided within laybys. From Station Road to Bourne Hill Removal of limited parking on both sides of the carriageway. Removal of parking through Palmers Green From Bourne Hill to Aldermans Hill Parking is to be removed from the west side of the carriageway with limited parking provided on the eastern side, between Bourne Hill and Fox Lane. Limited parking will be provided on both sides of the carriageway between Hazelwood Lane and Aldermans Hill. From Aldermans Hill to Broomfield Lane Parking is to be removed from both sides of the carriageway, due to most frontages along route having dropped kerb access. This illustration in the bid document shows what the cycle lanes could look like on the A1010 (Hertford Road) and the A105 (Green Lanes) – although as Green Lanes is narrower, it won’t have any parking and there will be planters as well as armadillos to segregate the cycle line from the other traffic, 24/7

  • 11.  The Council held a consultation evening at the Civic Centre, to which ‘interested parties’ and ‘key stakeholders’ were invited  Local business owners who trade along the routes of the proposed cycle-ways were NOT invited  Whilst the stakeholders expressed some concerns about the proposals, the bid document does not record any concerns about loss of trade, or inconvenience to businesses or local residents Stakeholder consultation November 2013

PARKING = PEOPLE = POUNDS PARKING SPACES ARE THE LIFE BLOOD OF LOCAL BUSINESSES Please ask the businesses along Green Lanes - they know their customers, how far they travel; not all of them live within easy walking distance; along bus routes or would want to cycle, whatever provisions for cyclists are provided Busy people, leading busy lives have lots of alternatives to where to shop We need to make it easy for then to stop and shop – NOT put barriers in their way

Palmers Green : Approximately 85 on-street parking spaces Just suppose that each one is occupied by a car for half an hour and the driver spent £10 in local shops = £20 per hour per parking space X 8 hours = £160 per day per car park space x 85 = £13,600 per day based on just £10 per half an hour spending x 6 days a week = £81,600 51 weeks a year = £4,161,000
  • 14. Winchmore Hill Parking  Even more parking is at risk in Winchmore Hill.  This is a longer stretch of road, from the corner of Bush Hill, right through to Aldermans Hill; occupied by a very diverse range of businesses whose clients will often need to have somewhere to park.  The surrounding roads are already used for parking, whilst the free car park in Fords Grove is full by 8.30am, taken by commuters, using Winchmore Hill Station.

Joe Frangiamore, Sprint Printers, 766 Green Lanes “They have now increased the charges and the effect is that people are not stopping to park and shop locally” Commentator: Lately Joe’s print shop has been struggling and whilst parking charges are not the only reason, he feels they are certainly making things worse. “Its made a big difference to us, the way things are going I can’t see us being here trading in three years time because of the extreme pressures” Here is what one business owner, Joe Frangiamore told ITV

  • 19. 1.11 WINCHMORE HILL STRENGTHS WEAKNESSES * Good demographics * High rent & rates * Good selection of quality, niche, independent * Relatively high number of vacant units shops & services * Good at capturing passing trade * Buoyant evening economy * Perceived as safe location * Village feel to the centre OPPORTUNITIES THREATS * Market identity * Relatively high number of vacant units * Attract entrepreneurs into vacant shops * Customers using local supermarkets due to free parking stops people from wandering into centre Mini Holland could seriously weaken what are deemed to be Winchmore Hill’s strengths
  • 20. 1.4 PALMERS GREEN STRENGTHS WEAKNESSES * Very active business association with a passionate chairman * Very few national brands for retail * Excellent catering venues, incl restaurants, cafes, tea rooms, takeaways, ie Boots, Starbucks etc public houses & banqueting suite. Supported very well especially in * Very little signage for the ‘No Drinking the evening economy zone’ * Green space with Broomfield Park * No signage for littering £80 fine * Post Office, newly refurbished * Parking strategy needs to be reviewed * Historic library refurbished regularly * Good bus service for the surrounding area & into Central London * Good overground train service from Hertford North into Central London * Lodge Drive car park very good for daytime economy * Diversity of small independent business still keeping alive OPPORTUNITIES THREATS * Regeneration of Palmers Green Triangle, giving the core of the town * Perception of crime is high in the area centre a new look, with the Clock, new tree & colourful planters * Reports of anti-social behaviour * Fluorescent signage to be renewed for Lodge Drive car park & open until Midnight to help evening footfall Mini Holland proposals were not outlined in the recent Palmers Green consultation with businesses and residents
  • 21. “There will be tough decisions along the way, particularly regarding removing on street parking to fit in new cycle lanes and reducing through traffic from residential streets, But in the long run, the benefits to the borough will outweigh the costs and we intend to work with local residents and businesses throughout the process to ensure that the greatest benefits are realised from these proposals” Cllr Bond, Cabinet Member for Environment
  • 22.  The ‘official’ consultation is not due to start until Summer/Autumn 2014, after the local elections  This is a very high risk strategy, Enfield Council is gambling with the livelihoods of hundreds of local businesses  Shopping centres are at the centre of any community  Any potential loss of business could be the tipping point for some of the businesses along Green Lanes  However laudable the aims, these proposals as they stand have the potential to destroy these two communities  If people can’t stop they won’t shop THE LAW OF UNINTENDED CONSEQUENCES?
