Welfare Transition Orientation <ul><li>The Welfare Transition Program is a good program if you participate and use it as designed…it is a a safety net, not a way of life </li></ul><ul><li>Temporary Cash Assistance = TCA </li></ul><ul><li>If you have received TCA in the past, depending on how long ago the rules may have changed </li></ul>

WTP Time Limits <ul><li>The lifetime time limit in Florida to receive TCA is 48 months </li></ul><ul><li>Individuals may receive all 48 months without interruptions </li></ul><ul><li>DCF determines eligibility and time limits </li></ul><ul><li>Bottom Line: The clock is ticking; don’t waste any time in your goal of reaching self sufficiency </li></ul>

Opportunities and Obligations <ul><li>If you receive TCA you must be involved in an activity for 40 hours each week unless you receive a medical deferment </li></ul><ul><li>Medical verification must be signed by a Doctor (not a PA or Nurse Practitioner) if you are seeking a medical deferment </li></ul><ul><li>If you decide you cannot participate you should go to The Department of Children and Families and tell them you do not want TCA </li></ul>

Our Goal: Self Sufficiency for You!! <ul><li>Average TCA amounts: $241 - $303/Month or approximately $1.50/hour </li></ul><ul><li>Employment at a minimum wage job: $6.40 per hour and $1109/Month and most individuals still qualify for Medicaid, Food Stamps </li></ul><ul><li>2 years of Transitional services - Child care, Fuel Assistance, and Education and Training </li></ul>

Upfront Diversion <ul><li>A one-time opportunity to receive a lump sum amount of money not to exceed $1000 to help you gain self-sufficiency. </li></ul><ul><li>For things like car repair, rent, utilities, etc. to help get you on your feet </li></ul><ul><li>You must have employment or a promise of reemployment to be eligible </li></ul><ul><li>Ineligible to reapply for TCA for 3 months unless an emergency is validated </li></ul>

Cash Severance <ul><li>Up to $1000 to break from TCA – Approval makes you ineligible for TCA for 6 months. </li></ul><ul><li>Saves your time limits because only the month in which you receive the payment will count towards your lifetime total   </li></ul><ul><li>Must have received TCA for 6 consecutive months since 1996, be working and expect to remain working </li></ul>

Relocation Assistance <ul><li>Payment to move you to another area with good employment opportunities – Not Perry to Madison </li></ul><ul><li>To qualify you must   have skills needed in the relocation area and/or some support system there (family) </li></ul><ul><li>A job opportunity in the relocation area </li></ul><ul><li>We will pay for things associated with the move like: moving truck rental, first month rent, utilities, etc. </li></ul>

Activities <ul><li>First 4 weeks: Employment Training and Job Searches </li></ul><ul><li>Employment Solutions Training Tuesday & Thursday 9:00am – 12:00pm, this is a class to help you improve your job skills. This will complete 16 hours of participation, homework included </li></ul><ul><li>Job searches will take the remaining 24 hours for the week – Job searches count as 4 hours of activity each </li></ul>
  11. 11. Activities <ul><li>Job search – 1 job search = 4 hours of participation </li></ul><ul><li>Vocational Training – Must be an approved training program (12 month lifetime limit) </li></ul><ul><li>GED Preparation, if you are 19 years of age or younger, this may be your sole activity </li></ul><ul><li>Community Work Experience – Volunteer at a local non-profit agency </li></ul><ul><li>Work Experience Combined with Education – Similar to Community Work Experience </li></ul>

Sanctions – Noncompliance <ul><li>Include failure to: </li></ul><ul><li>Keep a scheduled appointment </li></ul><ul><li>Participate in assigned activities </li></ul><ul><li>Accept suitable employment </li></ul><ul><li>Follow a treatment plan </li></ul><ul><li>Provide requested documentation </li></ul><ul><li>Termination of employment without good cause </li></ul>

Sanction Process <ul><li>Noncompliance will result in a pre-penalty letter, you will have 10 days to respond in person with a valid excuse </li></ul><ul><li>Good Cause/ Complied </li></ul><ul><li>Good Cause – a valid excuse </li></ul><ul><li>Complied – no valid excuse, 30 day probation period, any failure during this period = automatic sanction </li></ul>

Sanction Penalties <ul><li>Level 1 Sanction = loss of TCA for 10 days, 30 days loss of food stamps </li></ul><ul><li>Level 2 Sanction = loss of TCA for 30 days, 3 months loss of food stamps </li></ul><ul><li>Level 3 Sanction = loss of TCA for 3 months, 6 months loss of food stamps </li></ul><ul><li>6 consecutive months of compliance = clean slate </li></ul>
  15. 15. Transitional Services <ul><li>If your case closes due to employment you are eligible for 2 years of transitional services to include: </li></ul><ul><li>Child care </li></ul><ul><li>Transportation Assistance (Gas Cards) </li></ul><ul><li>Education and Training funding </li></ul>

Summary <ul><li>If you receive TCA you must participate in assigned activities </li></ul><ul><li>If your case closes due to employment there are many benefits and opportunities available for you </li></ul><ul><li>Self sufficiency so you may support yourself and your family is our goal! </li></ul>
