INTRODUCTION; Integrated Management System The Integrated Management System is a quality-based structured process for managing QHSE activities in compliance with IMO’s International Safety Management (ISM) Code, Quality Management System and HSE Management System as well as international and local rules and regulations consistent with classification societies and Integrated Management System relevant standards. How to establish an OHSAS 18001 Occupation health and safety management system?  Formulate an Occupational, Health and Safety Management System (OHSMS) with the establishment of an occupational, health and safety (OHS) manual in which the scope of OHSMS is determined  Establish an occupational, health and safety policy and OHS objectives and programmes  Ensure document and record control  Implement and maintain a procedure to identify hazards, assess risk and determine controls in the work place  Maintain procedures to ensure applicable occupational, health and safety legislation is identified, communicated within and compliance assessed  Define resources, roles, responsibilities, accountability and authority with regard to the OHSMS  Implement an adequate occupational, health and safety communication, participation and consultation process  Maintain good operational control  Plan emergency preparedness and response  Meet strict criteria in relation to incident investigation  Identify and deal with OHS non conformities by applying corrective and preventative action  Monitor and measure the occupational, health and safety performance of the organisation  Audit the system and review the system at a management level periodically Key Principles ISO 9001 Mainly contains eight key principles of quality management which are not auditable but do form the fundamental characteristics of quality management:  Customer focus and customer satisfaction  Leadership  Involvement of people  Process approach  System approach to management  Continual improvement  Factual approach to decision making  Mutually beneficial supplier relationship.

ISO 14001 Based on the requirements of ISO 14001 standards as stated in the Handbook of Malaysian standard: Environmental Management System: Requirements with Guidance for Use, a firm must comply with all the elements in order to be qualifying for the certification which includes: • General requirements; • Environmental policy; • Planning (i.e. environmental aspects, legal and other requirements, objectives and targets, environmental management programme); • Implementation and operation (i.e. structure and responsibility, training, awareness and competence, communication, environmental management system, document control, operational control, emergency preparedness and response); • Checking and corrective action (i.e. monitoring and measurement, non- conformance and corrective and preventive action, records and environmental management system audit) and Management review. ISO 14001 is part of the ISO 14000 series and forms the cornerstone of the family of standards. ISO 14001 provides the elements of an effective environmental management system. OHSAS 18001 gives requirements for an occupational health and safety management system, to enable an organisation to control its OH&S risks and improve its performance. ISO 9001 is designed to ensure that customer requirements for quality are met. The ISM Code and the three standards are complementary in nature and may be integrated in one management system.  The guidance can also be useful to companies planning to implement the ISM Code, ISO 9001, ISO 14001 and OHSAS 18001 in knowing the common elements and differences between the ISM Code, OHSAS 18001 and the ISO standards.  The international code and standards applicable to management systems in the shipping industry are ISM, ISO 14001, ISO 9001 and OHSAS 18001. There are many common or interfacing requirements; therefore any combination of these systems leads to a more efficient way of managing safety, environmental issues, occupational health and safety, and quality.  This guideline is not a substitute for the ISM Code, the two ISO standards and the OHSAS standard. The 30 Ways for considering good Safety Management System 1. Lack of management commitment, leadership and drive from the top of the organisation. 2. Lack of understanding and implementation of sensible safety legislation. 3. Lack of understanding and implementation of common law principles. 4. Too much concentration on lag indicators such as the Lost Time Injury Frequency 5. Rate at the expense of leading indicators. Thinking minor personal damage is a good predictor of life-altering personal damage. 6. Not using the continuous improvement philosophy and other facets of Quality 7. Management in your safety approach. 8. Lack of succinct paperwork. 9. There is not much point in having detailed paperwork that is too much like hard work to read. 10.Using theory instead of real world approaches-Whatever you do reality test it with the workforce first. 11.Ignoring “When implementing change-Remember, people support what they create” 12.Not using face to face communications whenever possible. Research by Harvard professor T.J. Larkin suggests when communicating change with the workforce use the supervisor not senior management, use face to face communications and frame communications relevant to the immediate work area and processes. 13.Not using a needs analysis to guide all your actions. 14.Ignoring the simplicity not complexity rule. 15.Not creating an expectation for people at all levels to perform in safety. 16.Not developing goals, objectives, targets etc. for the Safety Management System.

Using lecture style presentations and Death by Power-Point. 19.Not training formal and informal leaders in Safety Leadership. 20.Not having regular audits of the Safety Management System. 21.Not practicing Emergency Response Plans. 22.Not having simple, succinct Safe Working Procedures, aim for 2 pages at the most, use pictures, diagrams, flow-charts etc. 23.Not using team-building principles in your safety approach. 24.Taking yourself too seriously and not celebrating success. 25.Using enterprise “accident” experience to guide action rather than industry taxonomies of permanently life-altering personal damage. 26.Putting too much emphasis on the risk ratings from risk assessments, the reality is that a lot of risk assessment is very subjective. 27.Not having formal approaches to follow up on investigations. 28.Not having formal approaches to follow up on audits. 29.Spending too much time in the office instead of the field where the action is happening. 30.Using unscientific terminology. Employing OHS people based on technical skills alone.
