After the Agrarian Reform Law • Peasants now had their own land • However, the government feared that the peasants’ farms were too small, meaning they could not increase food output to the level needed for the Five-Year Plan • Also, they feared that the peasants who kept their own land would become a new class in society concerned only in making profits for themselves
  3. 3. Lower-stage Cooperatives • From 1953, the Party made great efforts to persuade peasants to join lower-stage cooperatives, which are a group of families, about thirty to fifty families, who combine their land and labor to make one bigger, more efficient farm. • The families would still own the land, just a permanent loan to the cooperative. • Each family was paid a rent for its use
