  12. 12. Minnesota Faces a Fiscal Trap <ul><li>The issue is a long run, structural one— short run solutions will not solve the problem. </li></ul><ul><li>Trend growth alone will not be sufficient. Fundamental changes are necessary. </li></ul><ul><li>Revenue growth will slow.
