LIFE LONG LEARNING <ul><li>Life long learning encompasses all learning activities undertaken throughout life for the development of competencies and qualification. </li></ul><ul><li>Enables an individual to enter industry human resources development cycle including recruitment for basic training, training in the work place, assessment in the work place, certification, expanding the competency. </li></ul><ul><li>Enable an individual to use their experience to gain formal recognition and qualification on their competence. </li></ul><ul><li>Certification scheme enable an individual to a new goal to aim for competency continual development. </li></ul>

REMEMBER !!!!!!!! <ul><li>Competency Certification is concerned with current competence rather than historical attainment. </li></ul><ul><li>The only body who can issue the authority to work to an individual is the EMPLOYER. </li></ul><ul><li>IPCA and PCB is only assisting and supporting this process in a way which is convincing to the employer’s customers, as evidence to customers that their personnel are competent. </li></ul><ul><li>IPCA and PCB helps an organization to enhance it's reputation as a quality business which can lead to increased customer confidence. </li></ul><ul><li>Employers may also require some third party certification of their production operations. </li></ul>

General Requirements for Developing Certification Scheme <ul><li>Developed by Certification Scheme Committee . </li></ul><ul><li>Based on the guidelines issued by IPCA the Authorized Body for Certification . </li></ul><ul><li>Use endorsed National Competency Standard (SKKNI), Harmonized International Standards and or Specific Standard Verified by PCB. </li></ul><ul><li>Verification of Competency Standard must be carried out in accordance with IPCA guidelines ; </li></ul><ul><li>Should match with the requirement of stakeholders (Industry, Government). </li></ul><ul><li>Shall describe the competencies required by the profession which employers would find valuable ; </li></ul><ul><li>Shall des c ri be the requirement of qualification/competency , evaluation procedures , including surv eillance and re-certification ; </li></ul><ul><li>Should be verified and made public. </li></ul>

Valida tion of Certification Scheme <ul><li>PCB must ensure the validation pro c edur e on the schemes by the certification scheme committee </li></ul><ul><li>Validation of candidate criteria, formulated by the expert, endorsed by the certification scheme committee and published by PCB. </li></ul><ul><li>All requirement on the certification scheme shall be verified objectively and systematically with traceable documentation . </li></ul>

Maintenance of Certification Scheme <ul><li>PCB must evaluate candidate assessment methodology minimum 1 (once) in a year, methodology, effective procedure (such as statistic maintenance and compilation) </li></ul><ul><li>PCB must immediately inform on any changes or revision in pre requisite and or requirements to the certification scheme committee and PCB board. </li></ul><ul><li>PCB must moderate the inputs from the certification scheme committee prior to any revision on formats and effective dates. </li></ul><ul><li>After judgement is made and published, PCB must inform to stakeholders and profession. </li></ul><ul><li>Profession Job Analysis and or scope of practice must be reviewed periodically (minimum once in 5 year) </li></ul><ul><li>All mechanism must be prepared by competent personnel who has the ability on the relevant subject and well trained in preparing the mechanism . </li></ul>
