Typical Timeline for Budget Development • July: Budget instructions sent out to agencies • September 1: Agency budget submissions due to OPB • December: Governor finalizes budget recommendation • January: Governor releases budget recommendation; Joint Appropriation hearings • February – April: General Assembly prepares and passes final budget • April-May: Governor has 40 days to decide budget vetoes or other instructions to implement the passed budget • May 31: Agencies submit to OPB their operating budget (AOB) for upcoming year • June: OPB review and approve AOB and approve first allotment. • July: Fiscal year begins • July-June: Agencies execute spending plans
